With the reform of the salary system to promote national institutions, hospitalshave established performance pay system, but the result is not ideal. How to set up theperformance appraisal system is the starting point of this study.Firstly the paper defines the concept of performance and performance appraisal,and introduces the method of weighting methods of performance evaluation and indexdetermination, and the present the domestic and foreign performance evaluationtheory, they laid the theoretical foundation for the paper. Then the paper from theperspective of empirical research, puts KY hospital as an example, and analyses itsperformance appraisal present status and problems, according to the survey data,combined with the balanced scorecard, to select and determine the performanceappraisal index system, and using the analytic hierarchy process to empower the index,in order to build a KY hospital performance appraisal system.Finally the paper introduces some requirements of performance evaluationsystem based on the application of the balanced scorecard, and expounds the mainconclusions and prospect.
