Study On The Infrastructure Management System Of Modern Agriculture Park In Zhejiang

Modern agricultural park construction is conducive to enhancing the competitiveness of agriculture and promoting the process of agricultural modernization in rural areas, which is a major measure to speed up the regional agricultural and rural modernization. Agricultural infrastructure is an important support of modern agriculture. This study is based on the goal of long-term operation of infrastructure, on the basis of analysis of Zhejiang Province, modern agricultural park infrastructure and its management and protection status, taking the Jiangshan City and Haiyan as case, making analysis about the mode, characteristics and issues of infrastructure management, making the in-depth analysis about the infrastructure management and protection of stakeholders, building the infrastructure management and protection mechanism and proposing running safeguards to promote mechanism. The main process and conclusions of the study are as follows:(1) From the capital investment, agricultural technology, business entities cultivation of the late emperor, analyze Zhejiang Province agricultural development of the park. From two perspectives based on the production of infrastructure and social services infrastructure, modern agricultural park infrastructure.(2) In the two cases of Jiangshan City and Haiyan, make the in-depth research on the basis of the seven modern agricultural parks, infrastructure management and protection of the two modes (main operators of self-management and protection mode and professional team contract management and protection mode), management and protection of investment (basic funding from the business entities, major investment in infrastructure the timber) and problems (lack of capital, weak management and protection awareness, the lack of technical and professional staff).(3) The use of stakeholder analysis, infrastructure management and protection of key stakeholders to define, including (government departments, the village collective, corporate, enterprise workers, farmers, professional engineering teams and the banks, the insurance industry), from the economic effects, social image and other aspects of their participation in the management and protection of the interests of the pros and cons for analysis.(4) Construct the protection mechanism which optimizes the configuration, management and co-ordinate participation as principle, the long-term infrastructure running as the goal. Propose the main safeguards for protection mechanism implementation, including: policy security, system security, financial security, science technology and human security.
