| The construction of a modern agricultural industrial park is an important measure to accelerate agricultural modernization in the new period.It can effectively promote the integrated development of the primary,secondary,and tertiary industries,increase farmers' employment and income,and improve agricultural quality and efficiency and competitiveness.In 2017,2018,and 2019,the Central Government Document No.1 all proposed that based on large-scale planting and breeding bases,relying on the leading enterprises of agricultural industrialization to gather modern production factors and build modern agricultural industrial parks.The Xunxian Modern Agricultural Industrial Park is one of the high-yield areas in Henan Province,and it is also a key development area for high-quality peanuts along the Yellow Road in Henan Province.In 2019,the Xunxian Modern Agricultural Industrial Park was selected into the Henan Provincial Modern Agricultural Industrial Park creation list with high-quality peanuts as its leading industry,becoming one of the first 30 modern agricultural industrial parks in the province.Focusing on the development of the peanut industry,promoting the integration and development of one,two,and three industries,cultivating peanut specialty agricultural brands,Xunxian has accelerated the construction of a modern agricultural industrial park carrier.This article refers to the Notice on Launching the Performance Evaluation and Recognition of National Modern Agricultural Industrial Parks issued by the State Council of the Communist Party of China and the Strategic Planning for Rural Rejuvenation(2018-2022)and the General Office of the Ministry of Agriculture and Rural Affairs and the Ministry of Finance in 2018.Based on policy documents and related literature published by the Henan Provincial Department of Agriculture and Rural Affairs and the Henan Provincial Department of Finance in 2019 and other relevant documents and related literature,comprehensively apply relevant theories of agricultural development from Qualitative and quantitative aspects,using literature research methods,survey research methods,and comparative analysis methods,through in-depth research on the integration of primary and secondary industries,modern factors,green development,brand building,and interest linkage in the modernagricultural industrial park in Xunxian.Comprehensively analyze the current status of the construction of modern agricultural industrial parks in Xunxian,combine the actual conditions of agricultural development in Xunxian,select scientific and reasonable indicators,construct an evaluation index system for the construction of modern agricultural industrial parks,and comprehensively evaluate the construction of modern agricultural industrial parks in Xunxian.The county's modern agricultural industrial park construction also has supporting facilities It is insufficient enough,the level of operation of the leading industries is not high,and the management mechanism is not perfect.Based on the experience of building national modern agricultural industrial parks in Zhengyang County and Qianjiang City,it has proposed to accelerate the construction of high-quality peanut production bases in modern agricultural industrial parks in Xunxian County.Suggestions on construction,in-depth promotion of the integrated development of one,two,and three industries,construction of a green development system,improvement of the linkage mechanism for farmers' interests,improvement of the policy support system,and innovative management and operation mechanisms.At present,the construction of modern agricultural industrial parks is still in the exploratory stage.This article strives to make innovations and breakthroughs in the evaluation index system of modern agricultural industrial park construction,and evaluates the construction results of modern agricultural industrial parks in Xunxian more accurately and comprehensively.The "Parkmaster System" industrial park management mechanism effectively organizes the development,construction and management of industrial parks,and accelerates the construction of modern agricultural industrial parks.In the future,it is believed that with the strong support of the state and the province,the modern agricultural industrial park will definitely lead the rural industry to become larger and stronger,farmers' income will increase,and the revitalization of the countryside will be driven by the industrial revitalization. |
