The Research Of Rural Land Convertion Market Development On Rural Labor Transfer

With the development of economy and society, transfer of rural surplus labor has great urgency as the key to solving "Three agriculture" problems. The transfer of rural surplus labor was not only limited by their resource endowment, but also depend on own psychological needs, expected income of rural and urban and legal and social environment in which the binding effect of land on rural labor transfer is obvious. Smooth implementation of rural land circulation is considered a powerful trust to promote the transfer of rural labor.On the basis of analyzed rural land market development concepts and theory, this paper built the theoretical framework and impact mechanism of rural land market development on rural surplus labor transfer. Through empirical analysis of China’s urban and rural reform pilot area—Chengdu city, the paper estimated the extent of rural land market development in the region, and studied the influence of rural land market development on rural labor transfer at different stages.This study tested Chengdu city panel data, and verified it’s empirically hypotheses. The conclusion indicates that:(1)rural land conversion market construction including running scale, market-oriented degree, market standardization, market environment and market property rights, and the various parts is impact and promote each other on the rural labor transformation.(2) Through the empirical research of Chengdu sample villages, we have found that sample number of villages46.15%of the total villages in transition period,and36.54%of the total villages in relatively mature stage. It is reflected from a side Chengdu has achieved good results on the urban and rural development reform, the development of rural land conversion market is better, but conversion market is still on the transition period.(3) With the higher degree of rural land conversion market development, the more number of rural labor transformation.(4) In different stage of rural land conversion market development on influence facts of rural labor transformation are some differences. In transition period, the internal factors of rural land conversion market has greater construction on rural labor transformation, but in relatively mature stage, the extra environment factors is more.(5) Among general factors affecting the rural labor transformation, the economic has always been important to promote the transfer-of rural labor.Combined with the characteristics of each growth period in rural land conversion market development, and human-land conflict, the key to promote rural labor transformation will focus on land. Therefore, improve the supply of rural land and the form of paid use, promote the construction of rural social security system, and depending on the different stages take measures to promote the development of the rural land circulation market are significant meaningful to the efficient and continued transfer of rural labor.
