Research On The Impact Mechanism Of Collective Management Construction Land Entering The Market On Rural Transformation And Development

At present,driven by the strategy of urban-rural integration development and rural revitalization,the elements of urban-rural population flow and economic and social development are constantly exchanged and reorganized.There are many challenges and opportunities for rural transition development.The new land management law provides the basic land system framework for the new stage of rural transition development,in which the permission of transaction of rural commercial collective-owned construction land(TRCCCL)will undoubtedly greatly enrich the logical framework and practical path of rural transition development.This study takes Yucheng City of Shandong Province as an example,and takes “combing logic-policy operation-correlation framework-analysis mechanism” as the research route.It uses grounded theory,single case analysis and other methods to systematically study the impact mechanism of TRCCCL on rural transition development.It mainly involves the following aspects:(1)Based on the construction of the conceptual framework of rural transition development,and the change of the external policy environment of rural transition development,this paper makes a basic analysis of the relationship between TRCCCL and rural transition development from the realistic path goal,the academic cognitive framework and the interdisciplinary research.(2)Based on the perspective of “the similar land,the similar right,the similar price and the similar responsibility”,this paper combs the logic and operation mechanism of the reform of TRCCCL.(3)Based on the grounded theory and method,this paper constructs a model of the operation mechanism of the policy of TRCCCL in Yucheng city.(4)On the basis of the model of the operation mechanism of the policy of TRCCCL in Yucheng City,the operation system of the policy of TRCCCL and the rural transition development system are matched and connected.On this basis,the paper constructs the mechanism framework of the impact of TRCCCL on rural transition development,and explains the mechanism.The results are as follows:(1)With the gradual revision of the rural land contract law and the land management law,the external policy environment of rural transition development has changed dramatically,among which the potential role of TRCCCL in factors flow,space reconstruction and other aspects is highly matched and consistent with the internal requirements of rural transition development.The unique status and attribute of the land elements of the rural commercial collective-owned construction land can be embedded in the integration process of the elements of rural transition development,promote the restructuring of the rural regional system,and ultimately achieve the optimization of rural functions.(2)The logic of the reform ofTRCCCL mainly centers on “the similar land,the similar right,the similar price and the similar responsibility”.The systematic linkage of “the similar land,the similar right,the similar price and the similar responsibility” and “Unified urban and rural construction land market” is the mechanism guarantee to realize the reform goal of TRCCCL.(3)According to the grounded theory code,the operation process of the policy of collective operating construction land in Yucheng City is mainly manifested in four dimensions: situation(basic environment),structure(subject participation),behavior(system rules,factor allocation,income distribution,reform coordination)and result(industrial development,collective autonomy,farmers' income increase,spatial reorganization,market activation).(4)The mechanism of TRCCCL on rural transItion development: Through the establishment of the market entry system of rural commercial collective-owned construction land,the empowerment can be realized,and the reorganization of factors can be promoted;Through the adjustment of TRCCCL,the supply of industrial park land can be guaranteed,and the reconstruction of production space can be promoted;Through the overall planning of TRCCCL and the reform of homestead system,the town village regulation can be implemented,and the reconstruction of living space can be promoted;The land renovation links land reclamation,promotes rural environment renovation,and promotes the reconstruction of ecological space;The market value of rural commercial collective-owned construction land is obvious,the collective income is strengthened,and the transformation of farmers' livelihood is promoted;By establishing the main body of the rural commercial collective-owned construction land,the collective decision-making can be realized and the rural governance ability can be improved.
