The Evaluation Study On Economical And Intensive Utilization Of Urban Land In Chengdu-Chongqing Economic Zone

With the rapid advancement of the urbanization, the shortage of land has become the significant factor that restricts the development of these cities. To alleviation the conflict between the demand and supply of city land, one must explore the present production potential of the land fundamentally so as to get rid of the restriction of the land resource shortage on the economical and intensive use of city land. The evaluation on the economical and intensive utilization of land must be further implemented in order to fulfill the optimal configuration and rational utilization of the urban land resource, transfer the city development from the extensive type to the intensive type and thus sufficiently utilize the function of the land. Chengdu-Chongqing economic zone is the Western most populous and quickest development economic zone. Moreover, the growth pattern of the city unreasonable which happened aggravated the above conflict. These have threatened the economical and intensive utilization of urban land in Chengdu-Chongqing economic zone.The thesis summarizes the basic theory of the economical and intensive urban land use, evaluation method, the relationship between industrial structure and economical and intensive land use, the effective way, and proposes correlative concepts are distinguished in further study. At the same time, the study concerns relative theories of location academic, rent and price theory, the law of land marginal diminishing returns and the sustainable development theory and so on. During the construction of the index system for evaluating the economical and intensive use of urban land, this paper gives sufficient consideration to the actual condition of land use in all cities within the above-mentioned economic zone, summarizes the concept and connotation of the economical and intensive use of urban land, and refers to the research results of foreign and local researchers in this field. In addition, it also deeply analyzes the defects in the existing land management system, in order to propose some constructive solutions to the problem in the land use of these cities.This paper took Chengdu-Chongqing economic zone as the research object. After analyzing the physical geography and socio-economic conditions of Chengdu-Chongqing economic zone, selected land investment level, land-use intensity, land output effectiveness and land use sustainable as rule hierarchy. After data processing, determined index weight using Principal Component Analysis and obtained the status of economical and intensive urban land use in2010, at the same time, analyzed the result systematically. The conclusions of this research were drawn mainly as follows:(1) Compared with similar economic zone in China, the level of economical and intensive urban land use in Chengdu-Chongqing economic zone is low. It boats a huge potential in economical and intensive utilization of urban land and a sound foundation for land utilization benefits;(2) In fact, are also great differences in the same economic. The utilization efficiency of urban land should be improved firstly to increase the level of the economical and intensive urbanization of urban land in Chengdu-Chongqing economic zone, and the intensity of exploitation and investment is to be enhanced;(3) The economical and intensive utilization of urban land is influenced by main factors, including the level of economic development, land utilization structure, the level of land investment and the land output effectiveness. In general terms, considering the serious problem appearing in the implementation of the economical and intensive use of urban land, by referring to the successful experiences of other economic zones and by analyzing the functional positioning, the industrial structure, system environment, this paper present some related countermeasure proposal in favor of the economical and intensive land use of Chengdu-Chongqing economic zone, in hope of giving rise to a good effect. Finally, the author analyzed the current situation and questions of economical and intensive urban land use in Chengdu-Chongqing economic zone. According to local conditions, strengthen the local and departmental responsibilities. Explore the close relation between the optimization of industrial structure and economical and intensive urban land use, improve the system environment, and strengthen the computerized construction of ground management and a series of corresponding countermeasures. These conclusions and discoveries have certain instructional significance to new land use comprehensive planning and take measures to economical and intensive urbanization of urban land.
