This paper summarizes the synergistic theory support of industrial chain and technique chain, and to put forward the main synergistic types including the multi-agent and technology node, the main modes including market pull and project push. Secondly, Based on the analysis framework of operating mechanism, this paper build the model with innovation mechanism of the technique chain and industrial chain. Internal operation mechanism include dynamic mechanism, communication and coordination mechanism, benefit distribution mechanism, supervision and incentive mechanism and risk sharing mechanism.The external environment including government support, legal policy, market environment, social influence and so on.
