Hotan Prefecture is situated at the south of Xinjiang Uygur Autonomous Region, neighboring the Taklimakan Desert. Up to the end of2010, the planting area of Hotan Jarrah-Cistanche is near to30million mu, and the average annual growth rate is22.61%. Jarrah-Cistanche industry helps to promote village economy and the desert control of Hotan, and its experiences can be extended to other sand industries and other desertification village domains.On the basis of sand industry, regional development, agricultural economy technology and ecological economy theory (ecologically economic function theory and ecologically economic system theory), the research finished after the survey going deep into Hotan desertification area. Firstly, on the theoretical analysis of sand industries’ exploitation and village economic development, we revealed the reasons why sand industries could promote village economy to command the paper; secondly, taking jarrah-cistanche in Xinjiang Hotan as an example, according to the first-hand materials obtained in the survey and statistical datas of Hotan region, we analyzed the development of Jarrah-Cistanche industry in Hotan; thirdly, on principles of scientific, hierarchy, comparability and practicability, we established a evaluative dimension to evaluate the village economic development promoted by a single industry, and used it to explain Jarrah-Cistanche industry’s effect to village economy(collective economy, household economy, new economics) in desertification areas; fourthly, we summarized the above.The main points lies:firstly, in terms of theoretical analysis, the internal logic of sand industries’ effect to the village economy contains two aspects:objectively, the loop transformation and coordination of ecologically economic elements; subjectively, interests coordination between the government, farmers and enterprises. The important reasons include sand industries’ strong positive feedback from economic system to ecological system, the efficient utilization of solar energy, the effectiveness of information control and the diversity of value form.Secondly, in terms of empirical analysis, Jarrah-Cistanche industry in Hotan desertification indeed has made remarkable achievements in promoting the village economy. The sand industries’exploitation have united the collective economy, household economy and new economies, and made these three market main bodies’ production materials and income level increase significantly, and to a certain extent, promoted the industrial structure adjustment and the operation mode diversification of economic subject. At the same time, sand industries have significant ecological benefits, which can improve the living environment of local residents.Thirdly, it is necessary to adjust the industrial structure and employment structure of collective economy and household economy to leave maximum profit in farmers. The collective economy and household economy should be encouraged to diversify their economic modes, comprehensively employing kinds of operation modes such as contract management, authority management, leasing management, stock management and so on. And should further extend series of industry chain of a single industry, to share the industrial agglomeration advantages, to construct "one village one product" model village. The new economies should be especially encouraged to grow, supporting the farmers’cooperative economic organizations which have the qualifications of operation and profitable, in order to further promote the development of sand industries, such as Hotan Jarrah-Cistanche deserticulture.
