Research On Poverty Alleviation Problems And Countermeasures In Yichen

According to the Guidelines on Promoting Local Feature Industries and Targeted Poverty Alleviation for Poverty Areas issued by the ministry of Agriculture and other eight departments in 2016,developing industries with local features is the fundamental measure to improve the ability of self-development,and industry-oriented policy is an important guarantee to the success of poverty alleviation.This paper takes the poverty alleviation work of characteristic agricultural industry in Yicheng District,Zaozhuang City,Shandong Province as the research object,and uses the participatory governance theory to investigate and analyze the poverty alleviation work of characteristic agricultural industry in Yicheng District.In recent years,Yicheng District has achieved good results,such as giving full play to geographical comparative advantages to promote the development of characteristic agricultural industry,continuously increase capital investment to continuously promote the special agricultural industry to help the poor,developing characteristic planting and supporting poverty according to local conditions,actively promoting the production and marketing of characteristic agricultural products,strengthening poverty alleviation in the province,characteristic agricultural industry development cooperation,etc.However,some problems are still there in poverty alleviation of characteristic agricultural industries in Yicheng District: imperfect policies leading the development of characteristic agricultural industry poverty alleviation,narrow poverty alleviation pattern,insufficient participation of social entities,insufficient utilization of comparative advantages in industrial development,unregulated professional cooperative operation and regulation,and lack of human resources in poor areas.The reasons can be summarized as follows: the government over-intervenes on the development of the characteristic agricultural industries;the absence of poverty alleviation objects in the process of policy-making;he incomplete industrial chain and insufficient deep processing caused by the insufficient participation of poverty alleviation subjects;the driving ability of characteristic agricultural industry operators is not strong;more professional talents related to the agricultural industry are needed;poor households' own concepts and abilities need to be further improved.Based on the actual circumstances,drawing on the experience of other regions,the countermeasures to improve poverty alleviation of agricultural characteristic industries in Yicheng District mainly include: optimizing the povertyalleviation policies of characteristic agricultural industries,properly handling the relationship between the government and the market;establishing the pattern of social participation in the poverty alleviation,creating a new pattern of CO governance and co governance;reinforcing the guidance of the Party construction and regulatory services,accelerating the development of professional cooperatives;Enhancing the development of human capital in poverty areas,and insisting on the talent strategy of combining local training with foreign recruitment;and exploring the road of participatory governance with the characteristic of poverty alleviation of agricultural industry.
