Study On The Problems And Countermeasures Of Targeted Poverty Alleviation In Poverty Counties Of Baicheng City

Poverty is one of the most concerned social issues in the world today.The poverty mentioned here mainly refers to the relative lack of material life,and the causes of poverty may be various,such as diseases,inadequate individual employability,unfair distribution mechanism,and underdeveloped productivity.In a survey conducted in Jilin Province in July 2015,General Secretary Xi stressed that solving the problem of people's livelihood is of great significance to the economic development of a region.The rural poverty problem in Baicheng City of Jilin Province has long hindered local economic development.To solve the problem of people's livelihood,which is hindered by the development of agricultural economy,it is necessary to seek effective and targeted poverty alleviation measures to accelerate the development of the economy in poor rural areas of Baicheng City.And make poverty-stricken counties in Baicheng get rid of poverty as soon as possible and enter a comprehensive well-off society.Based on the investigation of the targeted poverty alleviation in the poverty-stricken counties of Baicheng City,this paper takes the progressive theory of poverty connotation levels extended by Maslow's Hierarchy of Needs,the theory of unbalanced growth,the theory of the vicious cycle of poverty as the theoretical basis.Explain the related concepts of precision poverty alleviation from the perspective of social security.State the basic situation and poverty alleviation process of poverty-stricken counties in Baicheng City.It conducts field research and analysis on Liuhe Village,Zhenlai County,Baicheng City,using literature analysis method,questionnaire survey method and interview method.Through investigation and analysis,Poverty-stricken counties in Baicheng have achieved remarkable results in poverty alleviation,but there are some problems in the process of precision poverty alleviation.It is found that the differential assistance measures are not yet in place,and the precise assistance mode of “residents in the village” needs to be implemented.The source of poverty alleviation funds for precision poverty alleviation is more limited.The precise poverty alleviation model of “scientific and technological poverty alleviation” needs to be promoted.The accurate poverty alleviation industry has yet to implement an operational mechanism that adapts to marketization.In response to the above problems,this paper proposes that we should persist in implementing the poverty alleviation policy according to local conditions and create a scaled poverty alleviation industry,strengthen the implementation of the "pair-to-home" poverty alleviation modeland accurately implement the responsibility for assistance,continue to promote financial poverty alleviation and develop new financial products and financial service models,encourage the development of the "Internet + agricultural products" model to improve the competitiveness of agricultural and sideline products,strengthen the implementation of market-oriented poverty alleviation mechanisms and rational allocation of poverty alleviation resources,in the hope of better promote the poverty alleviation work of poverty-stricken counties in Baicheng City.Complete the task of getting rid of poverty and tackling the difficulties as soon as possible,and achieve the overall goal of a comprehensive well-off society.
