Rural Pension System Integrity Governance Perspective

Old-age security in rural China is the key composition unit to China’s social security system. At present, old-age security in urban China is gradually improving with its process of reforming and perfecting continuously, but the majority of rural population are still relying on family supporting due to the unsound development of old-age security institutions in rural China. Furthermore, with the intensification of aging population and the development of market economy, the traditional endowment way of family supporting and land security in rural China are facing huge challenges. Besides, the enormous unbalance and differentiated levels of regional economy need to establish the old-age security system consistent with the current national conditions urgently. Overall, it is the basic require for building harmonious society and the core idea of brand-new-rural in socialism, and it is also the important steps to promote the development of urban and rural plan as a whole to embody the fairness and justice of social developing.Therefore, it is necessary to research on the system of old-age security system in rural China in the perspective of holistic governance. It is in line with the principle of fairness and justice, and also conforming to the human-oriented principle and the target of building service-oriented government. Following the aim of realizing social fairness and justice, both rural and urban population should have the equal rights on endowment insurance, and it is also of great significance to build and perfect old-age security system in rural China. This thesis is mainly researching on the old-age security system in rural China from the holistic governance perspective. The thesis includes five chapters:Chapter one is the introduction, mainly talking about the researching background, researching meaning, the different situations in domestic and in abroad, and the highlight of this thesis. Chapter two mainly talks about the relevant concepts on the old-age security system in the rural, and its main idea and the basic theories. Chapter three mainly talks about the problems in old-age security system in the rural. Chapter four mainly talks about the successful experience of old-age security system in abroad and their enlightenment with some case study. Chapter five mainly focus on the solution exploring through proposing the advice of establishing holistic old-age security system in rural China. In the long terms, highly fragmented old-age security system is not conductive to the construction of socialism new countryside, so it is urgently needed to reform the fragment under the guidance of livelihood of the people and on the basis of demand-oriented of rural population, and realize the holistic integration of old-age security system with the consideration of recent medium and long term stages.This thesis analyzed the present fragmentation of old-age security systems in rural China, and summarized the present endowment ways including the institution-based and business-based insurance, and the traditional land security and family supporting, proposed that it is a must for the rural to develop its economy on one side, and also take actions of coordinating different endowment ways and holistic integration to meet with the demands of endowment in different rural regions, whose results will be carried out as the maximum and integration of social old-age security system.
