In recent years,the rural land consolidation in China has gradually changed from simply replenishing the amount of cultivated land and improving agricultural production conditions to comprehensive improvement which covers macro geographic space and all resource elements.The comprehensive,orderly and systematic improvement objectives have raised forward higher collaborative governance requirements for land consolidation.Under the traditional bureaucratic system,project-based governance for land consolidation is not sufficiently responsive to the comprehensive,integrated governance objectives,exposing problems such as lack of mechanisms for cross-organizational collaboration and fragmentation of management and services.Therefore,it is difficult to deal with the complex cooperative relationship between government departments,government and social subjects in land consolidation,thus affecting the final performance of land collaboration.Based on the above analysis,only by adjusting and optimizing the system,mechanism and specific governance structure of land consolidation can we solve the problems of "fragmentation" and "non-coordination" in practice,and fundamentally improve the process efficiency and result efficiency of land consolidation projects.Holistic governance is a theoretical perspective to solve the problem of fragmented management under the traditional bureaucratic system.Therefore,this study applies the theory of holistic governance to land governance,establishes the concept of "holistic governance of land consolidation" to define the connotation and goal of collaborative governance of land consolidation and explores and verifies the realization path of holistic governance of land consolidation from the perspective of theory and practice.In terms of theoretical construction,this study proposes a theoretical framework that includes the basic elements of the participants,policy tools and governance fields.Further,on the basis of analyzing the characteristics of participants in different governance fields and the needs of collaborative governance,this study makes a theoretical analysis on the realization mechanism of holistic governance within the government and at the grass-root society and the construction of supportive trust culture,and then puts forward theoretical assumptions.In terms of empirical research,this study selects the pilot project for comprehensive land consolidation in KeCheng District as practical case,in which the local government achieved the holistic effect of land consolidation by relying on the governance system of "specialized work group & grid management",and then verifies the above theoretical ssumptions by analyzing the specific operation mechanisms of this case.The main conclusion of this study is,under the precondition of system environment established,policymakers can clearly distinguish the wo different governance fields and flexibly use policy tools such as integration,coordination and trust to promote organizational and institutional innovations such as multi-subject participation,functional rights and responsibilities integration,administrative process optimization and departmental boundary remodeling,so as to improve the process efficiency of land remediation and improve the supply result of public services in rural areas.Based on the conclusion,this study puts forward policy recommendations from the aspects of improving the macro reform strategies,cultivating the supportive culture represented by trust,and strengthening the integration and coordination in the implementation process.
