The ambitious goal of building a comprehensive well-off society by the year of 2020 proposed in the Eighteenth National Congress of the Communist Party of China is a tough task and the time of realizing the goal is limited.Under such a huge condition, L Town, which is located in the rural area and is full of the old, the young, poverty and reservoir, is affirmed as the reform experimentation of poverty alleviation. Therefore, L Town not only has to alleviate poverty in its own area, but will explore the experience which can be used for reference in other regions. Since the promotion of the pilot, the various anti-poverty projects of L Town are quickly launched with the unprecedentedly strong power and dynamics and the anti-poverty turns out to be effective. However,objectively speaking, such huge power and dynamics are driven by the government,which plays the main role in anti-poverty with the passive participation of various markets and social subjects in anti-poverty projects. In the practice of anti-poverty in L Town,our government, as the driving force in the battle of poverty alleviation, has recognized the importance of the various subjects’collaboration in anti-poverty and guides positively the pattern of "huge anti-poverty" participated by many subjects, It is reality that building is difficult to achieve, there is poor governance fragmentation Dilemma in the process of multi-agent participation. How to overcome difficulties of poor governance fragmentation, it not only is the real problem, but also this paper attempts to answer this question. By analyzing the typical case of the L Town and the introduction of holistic analytical framework of governance, this paper try to respond to the plight of the above-described poor governance fragmentation, and explore collaborative mechanisms for poverty alleviation in rural areas in western.Around these problems, the paper is divided into six chapters to expand discussion. In this paper, the first two chapters are the basic researches. The first chapter introduces the origin, meaning and the status quo, Thechapter 2reviews background, theessence of the theory, practical path of holistic governance theory. By virtue of theory tools of holistic governance as well as the practice in L Town, Chapter 3,4,5 investigate the anti-povertypractical exploration, market and society respectively. This kind of exploration has achieved some successes. For example, in terms of the internal integration of government, the organizational identification under the flat level integration has been achieved through the leaders’taking command personally in significant departments or positions; in terms of the integration of government with market, the government’s critical point has vanished from the system, during the early days, government perfects infrastructure and offers many preferential policies to appeal to the enterprises’ settling down in the local area while during the later period, government pulls itself out and allows the enterprises to manage themselves independently and legally ruled by the market discipline; in terms of government and social subjects, the pairing support of the party members and cadres helps to break the suspension state. Certainly, since it is an experiment, it should be allowed to make mistakes. There are some shortcomings of the exploration of multi-agent collaborative anti-poverty in L Town, which will be elaborated in Chapter 3,4 and 5.Fragmentation appears in the government internal integration for poverty alleviation, such as the discrepancy between supply and demand caused by achievement orientation, the fragmentation of longitudinal hierarchy resulting from the lack of the governance capability of township governments and the pairing support’s limitation caused by a single administrative plan mechanism. When it comes to the synergy of government and market, the model of commissioned market supply will easily gets the trouble of supervision; in terms of government and social subjects, under the influence of the typical thinking pattern built by social subjects, there is multistage differentiation among the poor.It considered that through review and analysisof anti-povertyexperience of L Town, Chapter 6 tries to answer how to break the plight of poor governance and embark on the road of co-Poverty in western rural areas. This paper argues that in our country’s special circumstance of "big government and small society", it is difficult forming a cooperative mechanism for poverty reduction without the government implantation, market-driven,social intervention and the poor participationin rural areas In western China. Measures includeachieving internal integration of government, eliminating poor governance fragmentation of sibling or subordinate government departments, moving the part of the poverty alleviation powers to a township level, innovating mechanisms to integrate the upper and lower levels. Meanwhile, it is important, forming "the development of close relations "between government and the market; If government is in "absent" or "abdicated" state,market will "fill or position the seats";moreover, thethird-party agencies take part in anti-poverty when government and market failure turn up. It is effectiveintegrating social resourcesfor poverty alleviation by government-driven, it includes construction of a favorable policy environment, getting rid of social resourcesfor poverty alleviation, improving the social organization and management.the formation of synergy mechanism for poverty alleviation still demands government’s leading role, the advantages of market, social subjects in anti-poverty as well as the action to stimulate the initiative to get rid of poverty by the poor themselves.
