Evaluation And Development Model Of Urban Agriculture Modernization Level Of Xi'an Metropolitan Area

Agricultural modernization is an important part of the modernization. Urban agriculture is an important part of modern agriculture in our country. It must vigorously develop urban agriculture to basically realize modernization. It is the main trend that traditional agriculture developed into urban agriculture in big city suburb of developed country. The modernization of urban agriculture is the agricultural in the layout, form, function and production aspects of the emergence of new features, and speeds up the changing of industrial structure and the operation direction in big city in our country. Overall, the modernization of urban agriculture development is still in low level in our country. Based on such background, this paper evaluates the modernization level of urban agriculture. It chooses Xi’an metropolitan area as the study area. Based on the review of existing research, and combined with the actual situation of xi’an metropolitan area, we established the evaluation index system of urban agriculture modernization. It used the entropy value method and the GIS technology to evaluate the level of urban agriculture development situation and the space-time changing characteristics in Xi’an metropolitan area, and put forward urban agriculture development model. This study has a guiding significance to overall urban and rural economic and solve "three agriculture" problem. It is a good plan to build a harmonious society, and to achieve socialist well-off society. This research can provide theoretical guidance for the development strategy of urban agriculture and the overall planning of urban of xi’an metropolitan area. This study can enrich urban agriculture modernization evaluation index system, and can provide scientific decision basis for Xi’an and similar areas in urban agriculture development and management.Through in-depth scientific and comprehensive study, these results were reached:Firstly, the urban agriculture modernization development level was in the initial implementation phase, and had very big difference in the spatial distribution. It was the highest area in central and southern five counties, and the central counties were higher, and the north counties were the lowest area. The agriculture ecological environment safety subsystem had the highest development level, and the south areas development level was higher than the north areas. The level of agricultural comprehensive production reached60%, and the north was higher than the south. Level of agricultural society development is very low. Level of agricultural security was low, and not enough to guarantee the rapidly development of Xi’an metropolitan urban agriculture modernization.Secondly, Xi’an metropolitan urban agriculture modernization level in time and space evolution law:the urban agriculture modernization level had been improved from1997to2011, and had the slow development first, after had the rapid increase speed. Urban agriculture modernization had difference in spatial, and the space distribution had little changing from1997to2004, and medium and low areas expanded and the high level areas reduced from2004to2011. From1997to2004, eastern area improved slowest, and the central was the fastest, and other counties was in the central. From2004to2011, there was high speed of urban agriculture modernization in region of inner urban area and its nearby areas, and low speed of urban agriculture modernization in region of outmost areas. The level of agricultural comprehensive production, agricultural social development, agricultural security has been improved, and they improved faster near the main city, and the marginal increased slowly; and agriculture ecological environment safety level haven’t changed much in space.Thirdly, the choice of urban agriculture development mode in xi’an metropolitan: it was divided into three layers that were the nearby and in the suburbs and outer suburbs. Urban-rural interaction development model was the mainly, and other models were complementary in nearby areas. It should focus on developing a service-oriented agriculture to improve the level of the socialization of agriculture. It should develop characteristic agriculture, and constructe multi-function agriculture area in the suburb. It should develop mountain agriculture, protect ecological environment in southern outer suburbs. It should develop production agriculture, and use the way that enterprises promote agriculture in north outer suburbs. It is the main development direction that develops high-tech agriculture and agricultural exhibition in Yangling district.
