In recent years, the population problem has caused widespread concern of the whole society. The national census data show that in2010, the number of China’s population, age structure, comparison of the urban and rural areas as well as level of education, and so on have major changes compared to the2000census data. Guangdong Province as the country’s economy and one of the most populous provinces, in the aspects of these changes is especially prominent. These changes can bring positive effect to the economic and social development of the country and Guangdong Province, but also take along with more challenges. As the cornerstone of social development, the rural construction needs to be widespread concern about the rural elderly welfare and security issues that must be perfect.The government has taken increasing emphasis on the state of rural pension problem. Back in October2008, the Party through the plan "Central Committee’s decision on the promotion of rural reform and development of a number of major issues", this document focuses on the problem of the rural social security tasks and requirements to accelerate the establishment of a sound social security system in rural areas clear, and gives the specific implementation timeline. The State Council in the following year2009decides to start a new type of rural social security pilot activities, based on the principle of social security pilot activities "basic security, wide coverage, flexible, sustainable". And in the same year,10%of the country’s counties (cities) are selected as pilots, and then within a decade, that is, before2020, the basic work of rural social security should cover all of the country’s aged staffs. So far, a total of320counties (cities) which percentage is11.6have been obtained to the implementation of the new rural social pension insurance eligibility or about to be approved, including14pilot in Guangdong Province. In such policy arrangements, how to protect the welfare of the elderly in rural areas is a question worth considering. Guangdong Province, China’s population and economic province, solve the pension problem means a lot to the economic development and social stability. Since there are significant differences between the development of the Pearl River Delta in Guangdong Province and some other areas, in order to understand the implementation of the pension problem in rural areas of Guangdong, analyze the impact of the factors which reflects the rural old-age, what are the problems, how to give proper solution to these problems, this article tries to bring in answers.
