Small and medium-sized high-tech enterprises has became anindispensable backbone of the economic development of our country.The knowledgedstaffs occupy the overwhelming majority in company. Characteristics of knowledgeemployees and the nature of the acquiring firm lead to the voluntary turnover. Thehigher flow rate brings changing technology and culture between enterprises, and it alsobrings a difficult problem to maintain reasonable employee turnover, companies facegreat risk of employee turnover. As to the small and medium-sized high-tech enterprises,advanced technology and innovation ability are the vitality of enterprises, and theknowledge employees who mastering the advanced technology and innovation abilityare strategic competition resources for small and medium-sized high-tech enterprises.So enterprises must put a high value on employee loyalty and resigning risk, and own astable and high-level talent team.Organizational commitment is a psychological contract of enterprise employees. Itcan be used to describe the employee performance and attitude in the organization.Through analysing the organizational commitment of the employees, can predictemployee turnover and turnover behavior. Do enterprise behavior to make influence ofemployees’ organizational commitment, improve their loyalty to the enterprise, reducethe turnover rate, and win the high organizational commitment of employees.Based on the present situation of human resource management and knowledgeemployee turnover status of small and medium-sized high-tech enterprise staff as theresearch background, the knowledge workers’ organizational commitment as thebreakthrough point, scholars at home and abroad based on risk management andorganizational commitment and turnover of knowledge workers of the theoreticalresearch on the summarization, borrowing the relevant the theoretical research results, mainly borrow from domestic scholars such as Ling Wenquan on the theory oforganizational commitment, analyses the cause of knowledge-based high-tech small andmedium-sized enterprise high employee turnover rate, and proposes some TurnoverRisk Control and management strategies, as knowledge to improve small andmedium-sized high-tech enterprises organizational commitment, enhance employeeloyalty, reduce their turnover intention, and provide some suggestions for controllingenterprise’s turnover risk.
