With the arrival of the era of knowledge economy, knowledge has become the driving force of the economy, and technologies have become the most important element of enterprise resource .The creation, using and increment of knowledge and technology finally rely on knowledge workers' inherent enthusiasm to realize. Therefore, the research about how to motivate knowledge workers to be the hot topic which got scholars attention at home and abroad Just as Peter Drucker said, knowledge workers will be the key issue of the human resource and the biggest challenge in the 21st century.Nowadays technology, especially high-tech has become a powerful lever to promote social progress, Among so many high-tech enterprises in China, The small and medium-sized technological enterprises which have huge number, flexible mechanism and rapid growth is playing an important role as the major force of technological progress. However, these enterprises are facing unprecedented challenges on knowledge workers' management. As an important type of worker, knowledge workers has a great influence on high-tech enterprises. Take xi'an for example, the high-tech enterprises developed in the latest ten years ,their short history ,poor experience , especially the traditional management methods for the knowledge worker make them cannot be brought these workers' value into full play .Therefore , how to manage knowledge workers , understand their requirements and motivate them effectively to become the primary issues .This paper focus on knowledge worker's motivate elements of small and medium-sized high-tech enterprises, first reviewed and summarized motivate worker's relative theory. Then, I summarized foreign enterprises' latest study results about knowledge workers, so as to provide some practical experience to our country's enterprises. Next based on reading the literature, interviewing some knowledge workers, I summarized some factors which incentive knowledge workers and built a model about how to promote these workers. Finally, take the small and medium-sized high-tech enterprises in Xi'an for example, based on demand factors of knowledge workers, I took a questionnaire survey and did empirical studies to verify the model we have built. Finally, above qualitative and quantitative analysis on knowledge workers, I proposed effective motivate methods about the small and medium-sized high-tech enterprises' knowledge worker. It provide a strong guide to these enterprises motivate their knowledge Workers.
