Middle-level managers is the important talent reserve source in the development of the enterprise, has a critical role in the link of the enterprise management practice, middle-level managers competence method level directly affect the enterprise performance and strategic target realization; From the point of view of the talents pool, middle-level managers’ method level still affects enterprise future senior management personnel quality. Therefore, further study to present situation of Competence Method Promotion Strategy Research For Middle-level Managers of Changsha Branch of Hunan Mobile Communication Co.Ltd (CSMCC), proposed the corresponding strategy to enhance the ascension of middle management team of competence level on the company’s sustainable development has great significance.This study is divided into four man sections. First of all, this paper expounds the background and research significance, and finishing the field theory and research dynamic, make a solid framework and explanation. Second, according to the idea of "benchmark-current situation-the gap-Improving", this paper has given four steps to improve the competency of middle-level managers in Changsha Branch of Hunan Mobile Communication Co.Ltd(CSMCC):Step one, confirming the competency require-ments of the CSMCC on middle-level managers; Step two, estimating the current competency level of middle-level managers in CSMCC; Step three, ascertaining the promotion requirements based on the gap; Step four, establishing specific promotion strategy and detailed steps. Through checking the CSMCC’s profile and executiving interviews to determine competency requirements table, thus the first step has been completed. Further more, through questionnaire we got the status of the competency of middle-level managers in CSMCC, and then we extracted the commonality of the mid-level team short board competency, thus the second step has been completed. Third, combining the commonality of the mid-level team short board competency and corporate strategy oriented core competency, the competency that need to improve has been defined, the third step has been reached. Based on the competency that need to improve, this paper found that the CSMCC can enhance the competence of the middle management personnel quality from "feedback and ego cognition","skills development (training)" and "depth skills upgrading" these three level. After these four main steps, further analysis has been completed on the problems that may be encountered in the policy implementation process, and then some corresponding countermeasures has been presented. At last, targeted assessment methods has been put forward to assess the effect of these stratgies.This study has certain reference for CSMCC to develop and implement upgrading strategy to improve the middle-level managers’competency according their competency status quo.
