With the development of the economic, enterprises have increasingly paid more attention to employee management, which is crucial to develop their core competence. Performance appraisal, the most importantpart of human resource management, plays a significant role in enhancing competiveness. Therefore, how to maximize its effectiveness has become a hot topic.The paper explores Huayun Real Estate Company and makes an analysis of its performance appraisal situation by combining theory and "practice, interviewing employees and doing some research. It is found that, as the result of the influence of the belief of state-owned enterprise for a long time, there are some problems-unscientific target decomposition; lack of systematic performance appraisal system; lack of the performance culture with all staff involvement; the need to improve the expertise of human resource department, etc. Then, these problems lead to some other problems such as the bad coordination of every part of performance appraisal, the singleness of assessment indicators, assessment methods, and assessment goal; the lack of appraisal basis; the improper use of appraisal results. Based on the factors of the project cycle and specialization of real estate, the author comes up with an improvement scheme based on analyzing the problems of the present performance appraisal by making a clear definition of department duties and job descriptions, building a hierarchical classification of employee appraisal system to evaluate employees on different levels and making key performance indicator on the basis of target project. And then according to job responsibilities and job characteristics, the paper makes KPI for employees on different levels, that is, adopts KPI combined with the Balanced Scorecard evaluation method to evaluate senior managers, uses the KPI based on department performance to assess the functional department managers and evaluates regular employees with KPI based on sector performance and job responsibilities. The author offers to assess the ability of different types of staff and makes a new performance appraisal system. In order to make the improvement scheme useful, it is necessary to improve employees’ awareness, enhance their skills and strictly carry out the system to increase fairness, provide some performance appraisal training to create a favorable climate. All will provide ideological, organizational, institutional guarantee for the smooth implementation of improvement solution.The author tries to improve the present performance appraisal system of Huayun Real Estate Company to raise the performance of employees and the company.
