A Research On Problems Of Peasants’Income Groth And The Solutions

Problems of agriculture,rural areas and farmers are basic problems of social and economic life in China. Increasing farmers’ income is the key to solve the "three rural issues". In recent years, the income of the farmers has faster growth compared to the past. But because of a low base, urban and rural residents’ income gap is still widening. How to raise the income of farmers, to narrow the gap between urban and rural areas, is a problem that worthwhile to look more closely.This paper takes Shandong Province as an example, studies on the growth of farmers’ income, farmers’ income source and the gap between urban and rural residents since the reform and opening up, especially in recent years. Then, this paper puts forward several proposals from the governance point. How to walk out of predicament of the income of the farmers income, realize the stable and rapid economic growth, narrowing the gap between urban and rural areas, is the focus of this paper.First,this paper expounds several stages of the growth of farmers’ income changes since the founding of new China, analyzes the main features. First, with the desalination of population growth and the barriers between urban and rural areas, the rural surplus labor force is increasing. Then the migrant workers groups. Migrant workers have made their wage income increase rapidly. In2012,wage income become the first major part of net income. Second, the family operating income has always been an important part of the income of the farmers. But with the diversification of channels to increase farmers’ income, the proportion of household operating income in the net income of farmers in decreased year by year. And the source of family operating income diversifies. Income from secondary industry and the third industry grows quickly. Third, property income of farmers’ income is short board. Fourth, the income gap between urban and rural areas still continues.Second,this paper analyzes four factors which hinder the growth of farmers’ Income. First, urban-rural dual structure for a long time is the biggest obstacle to increase farmers’ income. Second, because of low productivity of smallholder economy, sustainable agricultural increase facing trouble, frequent price fluctuations of agricultural products and growth of agricultural production costs, increasing of farmers’income from household business is difficult. Third, famers’ own quality condition the increasing of income. Fourth, the current level of social security of farmers is very low.Third,this paper puts forward some countermeasures to promote the increase of farmers’ income. First, government should increase financial input, vigorously promote the construction of rural infrastructure, and increase investment in rural education. Second, urban-rural dual structure should be reform. Third, implement the reform of rural land system.
