The Research On Factors Influencing Standard For Financing Of Landless Peasants’ Endowment Insurance

Endowment-insurance policy is the important content to construct the harmonioussociety and ensure national security, and every people should enjoy this basic rights. Butbecause of urban-rural economic structure in our country, endowment insurance policy in thevast rural areas is still in the lack state, peasants have not enjoy the sameendowment-insurance rights with urban residents. With the promotion of all-aroundurbanization, the urbanization construction and development make more and more peasantshave been leaving their dependent land, being landless peasants who are outside of thesecurity system. Because of the restrictions of landless peasants, un-rational landcompensation policy and lack of endowment-insurance policy of landless peasants, landlesspeasants’ problem gradually are apparent, and being an extensive concern of social problems.How to solve the landless peasants’ endowment-insurance after leaving the land, havegradually become the key content which society and government hurry to solve. Setting uplandless peasants’ endowment-insurance has a very important meaning for establishingharmonious socialist such as stabilizing society and improving the livelihood of the people.By introducing the present situation and generation reason of landless peasants firstly,this paper explains that the modernization of agriculture and the development of modernindustry and expansion are the main reasons for their generation, and introduces the presentsituation and the problems existing in landless peasants’ endowment-insurance policy inChina, also points out the necessity and urgency for setting up landless peasants’endowment-insurance policy clearly. And then quoted in three typical areas of the case, whichestablish landless peasants’endowment-insurance in all-around urbanization. By using thecomparison research method，this article summarize which can be used for reference, andthrough the case study summarize six factors which influence landless peasants’endowment-insurance establishing. In order to fully understand the relationships among thesefactors and the effect of policy building, this paper makes an empirical analysis combiningwith the actual situation in Dalian, and using grey system makes a degree of grey incidenceabout all elements in process of setting up landless peasants’ endowment-insurance policy, And also using GM(1,2) establishes related model to influencing the financing standards’elements and then goes to verify, and then points out what should be considered when settingup and perfecting the policy. Finally, this paper proposes the feasible suggestions instructuring landless peasants’ endowment-insurance policy from four aspects such asfinancing mechanism, standard of treatment, fund management and legal construction, andmakes a full text summarizes an prospect.
