Research On The Endowment Insurance Of Landless Peasants

China’s urbanization level enhances unceasingly. Along with the CentralCommittee put forward the innovation of urban route policy, in this year’s governmentwork report,31provinces were referred to the relevant issues of urbanization, themajority of provinces also put forward the "new-type urbanization". With theacceleration of urbanization, city need more land to meet the development of industrial,residential, commercial, this will inevitably lead to a lot of land lost farmers, resulting ina large number of villages around the city, the special group of landless peasants alsoappeared. To solve the problem of landless peasants will not only affect the stability andprogress of the countryside, but also related to the stable development of the wholesociety in the overall situation. The pension issue has always been one of the mostconcerned problems, especially for those rural area farmers. These farmers, as living inthe interlayer crowd around the city, though they have rural identity, but have to bear thehigh cost of living like city person. The endowment insurance problems are moreimportant. The main research object of this paper is to solve the problem of theselandless peasants’ endowment insurance. Through the study of endowment insurance toprovide protection for the more smoothly the new-type urbanization route, provide thebasis for the pension problems of landless peasants, in order to promote the endowmentinsurance system of the overall provides experience and lessons. This paper use a lot ofmethod such as literature study, qualitative analysis, data reading method, case studymethod, experience summary method and so on. The purpose of this paper is to make asystemic analysis and research on pension problems of landless peasants.Through the comparison of the domestic and international scholar’s theoreticalconcepts about this problem, this paper indicates the realistic meaning of solving thisproblem and emphatically introduces the methods and experiences to resolve thisproblem. Based on the status of landless peasants of Taiyuan city endowment insuranceproblem of the existence of this system in Taiyuan City, namely: the endowmentinsurance to guarantee low levels, endowment insurance is low, the sources of fundingchannels single, capital operation mode of the lack of diversity, enforcement is notenough, the lack of the corresponding supervision system and so on. The executivepower is low, the lack of supervision and so on is the common problems that exist at present, many scholars have conducted research, and this paper does not focus on this.Analysis of the reasons causing the problems, the author puts forward some suggestionsfor improvement are not mature enough, namely: to improve the land requisition system,the establishment of a reasonable compensation mechanism; landless peasants is forcedinto the diversification of the endowment insurance system; improve the proportion ofgovernment subsidies, constructing various forms of landless farmers pay preferentialmeasures; the establishment of endowment insurance of landless farmers specializedorganizations, orderly operation security system; the pilot for "house-for-pensionscheme"; endowment insurance mode of combination of orderly development"endowment real estate", the government and the society. Provide suggestions toimprove the endowment insurance for the city of Taiyuan.
