Research Of The Factors Affecting The Willingness Of Landless Peasants Endowment Insurance

With the rapid development and urbanization process in China’s economic construction,the number of peasants has lost their land, which is also gradually increasing. And althoughthe current system to implement the "new agricultural insurance" policy implementedinnovative approaches breaking the previous model of farmers rely on the land throughpension age security of self-realization, it did not make for old-age security problem oflandless peasants significant improvement, and cannot meet the needs of the majority oflandless peasants pension to some extent, so that to form the effective stability situation. Thus,by understanding the factors that influence their participation in pension insurance willingnessof landless peasants, the study of the willingness of landless peasants’ pension has a veryimportant significance.This paper systematically discusses from six chapters. The first chapter is theintroduction, and the main question is raised by the analysis of the background，aim andsignificance. To make a foreshadowing for the following research, domestic and foreignwell-known scholar explained on the research of landless peasants pension issues, and reviewed the research status of difficulty as well as innovation issues and the need for furtherstudies.Then it describes the theoretical basis, which defined urbanization, landless peasants,and a series of related landless peasants’ pension insurance concept. Meanwhile, for thisspecial group of landless peasants, it also explains closely related to its interpretation of thetheory of rent and land for pension insurance theory. After that, it describes the situation ofShaanxi Province landless peasants’ pension insurance. By understanding the current situationof landless peasants and farmland expropriation, and landless peasants’ comparison ofdifferent urban endowment insurance policy as a trial of Shaanxi Province, it profoundlyreflects the status of implementation of landless peasants’ pension insurance.0n the base of the text of preamble, this paper summarizes the factors famous scholars inthe study of landless peasants’ pension insurance policies involved in implementation effect, and to make the foundation for the further empirical analysis in fifth chapter. By means of practical research and measurement principle, this paper uses Logit modelto make a stepwise regression analysis of willingness to participate in pension insurance forlandless peasants, with an example of Xianyang City, Shaanxi Province. Landless peasantsinsured against the wishes of factors made on the basis of quantitative analysis, furtherelaborated education, land compensation, individual contributions, landless peasants of ruralsocial endowment insurance factors such as the level of understanding of landless peasants toparticipate in the impact of pension insurance，and then it is more clearly pointed out tosolve the problem of old-age security of landless peasants, in order to achieve the plan ofurban and rural social security as a whole.At last, this paper presents policy recommendations to deal with the problems whichwere encountered during the implementation of landless peasants’ pension policy. And also it points out the way to enrich the costs of financing pension insurance, increases the diversityof employment channels, and to publicize the publicity and financial support effectively, to establish a multi-level old-age insurance system to consolidate and improve the pensioninsurance system landless peasants, improve the living standards of peasants, so that landlessfarmers can make the elimination of panic and uncertainty about the future and "old age”,which really makes the landless peasants of old age security and a better facilitated process ofurbanization continues to accelerate and promote a harmonious and stable social economicdevelopment.
