The Investigation Of Sustainable Development Problem Of Endowment Insurance For Landless Peasants In Gansu Province

Peasant problem has always been the most significant social problem in our country,dating back to ancient times.With the accelerating urbanization and continuous investment in the construction of large public welfare project,as well as the process of social development,a large number of peasants lost their land which they need to survive.Part of them lost their land completely and experienced the change from "urbanized" to the “not” for the identity.Huge environmental change made them become the new urban marginalized and vulnerable group.In 2011,Gansu province issued formally the way of endowment insurance for the landless peasants,which provided institutional guarantee for more than 300,000 landless peasants' the basic old-age insurance in Gansu province.However the special characters of the involvement in the insurance system affect the stability and sustainable operation of the endowment insurance system.In this thesis we study sustainable problem of the endowment insurance for the landless peasants.It involves five parts.The first part is introduction,in which we introduce the background,purpose and main methods of this research.The second part is the current status of the endowment insurance for the landless peasants.By analyzing the characteristics of the landless peasants,we show the necessity of the participation,analyze the trace of the system's revolution and the complementation of the recent system.In the third part,we raise three questions based on the analysis of the replacement rate,dependency ratio of the system operation,the fund balance and profit,the fairness of the system operation.The first problem is that it can't satisfy their need of the insurance after the identity change because of the too low replacement rate of the insurance for the landless peasants.The second is that it is impossible to realize the sustainable development without depending on the basic endowment insurance for the urban working group.This is because that the dependency ratio of the landless peasants is too high.The third problem is as follows.The profit of the participation of landless peasants to endowment insurance system is very high.However the absolute income can't meet their need of insurance and this induces the unfairness of the system operation.Finally we propose three suggestions for the sustainable development of the endowment insurance for the landless peasants.First,we may increase the contribution rate,prolong the payment years and improve the replacement of the endowment insurance.Second,to provide more perfect social security to landless peasants,we may construct an insurance system which is similar to the occupational pension insurance system.Third,we may broaden the investment channels to ensure the fund balance of the landless peasants.In this paper,we make the integrated use of file back,empirical analysis,data analysis,comparative analysis and trend prediction methods to research.The thesis is devoted to investigating the problem of the participation of landless peasants,which are extremely special parts of the lost-land peasants,to the basic endowment insurance for the urban working group according to the law.This may facilitate the research in the future and make some contribution to further hierarchical study of the sustainable problem of the endowment insurance system.Also it can provide a reference for perfecting the construction of endowment insurance system.
