The Research On Choosing Leading Industry Of Dalian Best City

With the upgrading of industrial structure and increasing levels of urbanization,countries have proposed the establishment of new ecological science and technologyinnovation city. At present, Dalian is at a stage of accelerated economization, urbanizationand internationalization, so looking for a way to realizing Nature-Ecology-Economy-City-Social systems coordination and sustainable development is becoming the primary task ofDalian. In2009, on the basis of Dadonggou Service Outsourcing Base, the Daliangovernment decided to establish a new urban district named Dalian Best City where"ecology","technology" and "innovation" would be chosen as the theme.The construction ofDalian BEST City will greatly enhance the innovative ability and the industry clustercompetitiveness of Dalian. Then, as a whole it can improve the urban form and taste of theDalian. To support Dalian achieve the four core targets better. The four targets are beingNortheast Asia international shipping center and logistics center, regional financial center, themodern industry gathering area and the national leading innovation city.As a new mode of city development, it will speed up the upgrading of the industrialstructure, promote the domain urbanization and lead to regional sustainable development ineconomy, society and ecology. According to the Gradient Propulsion Theory, thedevelopment of the city depends on the development of economy; the development ofeconomy mainly depends upon the industrial structure of the area, and the merits of industrialstructure depend on regional leading industry department. It is of strategic importance forDalian Ecological Technology Innovation City to timely choose and cultivate a leadingindustry which meets the demand of the economic development.Firstly, based the theory of leading industries selection and ecological city, this paperproposed the connotations of ecological science and technology innovation city and itsleading industries. Then, according to the situation of the development and construction ofDalian Best City, combined with the industrial selection and development status of domesticand international eco-technology city, this paper build a qualitative evaluation index system.Through qualitative analysis, the paper selected Modern Logistics, Financial Services,Information Services, Travel Services, Technology Services, Cultural and Creative industry,Business Services, Modern Commerce industry as Dalian Best City alternative industries; On the basis of the relevant criterion for choosing industry and combining with attributes of thecity itself, this paper establish quantitative evaluation index system from five aspects:industry relationship norm, demand norm, competitive norm, social norm and the regionaleconomy driven norm. Then it makes quantitative analysis and evaluation based on Vague settheory and a model that based on alternative similarity scale for uncertain multi-attributedecision-making, and draw that Dalian Best City should focus on the development ofsoftware and information services, modern logistics industry, business and technologyservices industry. Finally the paper put forwards strategy to accelerate the industrialdevelopment of the Dalian Best City.
