The Balanced Scorecard (BSC) was proposed by American famous management master Robert Kaplan and David Norton, based on summarizing the12large enterprise performance evaluation system of successful experience. It is a strategic management performance evaluation tool with the epoch-making significance. This evaluation method includes comprehensive financial and non-financial index system of strategic operating performance. It provides index system for future success for the managers, transfers the mission and strategy of enterprise into a set of performance evaluation method, and provides a framework for strategic assessment and management.This paper composes of six parts, which describes a series of problems and solutions that DLP encountered in the implementation of strategic performance management, and analyzes advantages and disadvantages in application of the Balanced Scorecard.DLP is a logistics real estate development company, responsible for land development and management of DYY Port Logistics Park in DL city, which provides commercial warehouse and high-quality services for logistics enterprises mainly. However, its task management and performance measurement has great difference comparing with the overall strategy implementation. In another word, task management and performance evaluation of DLP Company focused on the result management and audit, lacking in the ability of real-time monitoring and timely adjustment. Moreover, the company’s primary business is to achieve the financial target. Performance management cannot provide strong support on enterprise long-term strategic objectives achievement. This paper expatiate how to solve abovementioned problem using balanced scorecard. This process from a strategic review, the position, and then the strategy into the financial, customer, process and learning and growth level target, according to the four level of target decomposition to set up appraisal dimension is not the same, and related; then the collection and analysis of the original data, so as to establish the data base and the weight assignment the data and the target, the original calibration, list the new balanced scorecard evaluation index value.
