College Students Medical Insurance Condition In The Context Of Universal Medical Insurance

The health status of college students not only relates to their own development, but also to the prosperity of a nation. With the continuous improvement and development of the medical security policy in our country, the medical insurance policy for the college students is increasingly perfect. This paper systematically reviewed the medical insurance reform process of college students, compared and analyzed the advantages and disadvantages of college students’ medical insurance model at different stage. On the basis of exploring the Nanjing college students’ medical insurance policy, this study selected8universities in Nanjing to complete the questionnaire about the insurance policy and drew the conclusions as following:(1) the college students knew little about the insurance policy and were poor in insurance awareness, so the participating rate was low.(2)The college students showed a wait-and-see attitude towards the current college students’ medical insurance, for they were not satisfied with the reimbursement ratio, reimbursement scope, the maximum of the reimbursement, and referral process.(3)The college students exhibited health risks due to their limited awareness of self-care.(4)The college students chose school hospital in the first place when suffering from common diseases, but the low health service level and the old medical equipment couldn’t meet the college students’ demands.(5)Logistic regression analysis showed that the participating rate was affected by the recognition of importance of medical insurance, the understanding of the medical insurance policy, annual out-of-pocket medical expenses and personal health condition.According to the survey, this paper identified the problems existed in the formulation and implementation of college students’ medical insurance policy:insufficient government’s input and limited function of subject responsibility; lack of enthusiasm for college students’in joining medical insurance with low acceptance of medical insurance identities; limited school hospital service ability which fail to meet the students’ daily health needs; poor self-health care concept among college students’ with hidden health risks.According to the problems existed among Nanjing college students, measures and suggestions are proposed for the innovation of college students medical insurance policy:to define the responsibility of the government clearer and increase the input; to adjust and medical insurance policy and raise the college students medical insurance benefits; to advance school hospital reform and improve the medical service; to enhance the advertising of health and scientific medical care concept to guide college students;to develop a multi-level system of college students medical insurance policy.
