The Research Of China Rural Social Pension Insurance Institution Change

The State Council decided to integrate the new rural pension insurance systemand pension insurance system for urban residents and rural residents into Urban andrural pension insurance system, and introduced the "convergence of urban and ruralpension insurance system approach" on February2014, which kick off the merger ofurban and rural comprehensive reform of the pension insurance, take an important stepto solve the "fragmentation" of china’s social pension insurance institution and open upthe new model of urban and rural development.Rural pension insurance institution inChina enters a critical period in the process of historical changes, and it contributes themajority of rural residents to enjoy the basic pension insurance more equally.Investigating the historical changes of rural social pension insurance institution inChina is the beginning point of rural pension problems for academic. With increasingof the aging population, in increasing mobility of the rural population, continuouslypushing forward the comprehensive reform and continuous improvement of varioussystems, all promote the changes of social pension insurance institution. Change ofrural pension insurance institution is the process of mandatory system change andinduced change.This paper is based on the perspective of institutional analysis to find reasons ofinstitution change and give some suggestions by elaborating the course of rural socialpension insurance institution change and drawing the experience of typical socialpension insurance in areas from abroad. This paper consists of preface, the relatedconnotations and basic theories of social pension insurance institution change in areas,the historical change of social pension insurance institution, international reference ofsocial pension insurance institution change in areas, the ideas and countermeasures ofbuilding new social pension insurance in areas under the horizon of equal public services. This paper based on Marxist theory of justice, combines with currentsituation of new rural pension insurance in China. And it puts forward ideas andcountermeasures of building new social pension insurance in areas under equal publicservices in China by contrasting and analyzing the model of pension insurance fromdomestic and foreign.Chapter1, Introduction. The Introduction consists of background, significance,current research, ideas and innovations of this research in the introduction and researchideas and main methods. These elements lay the foundation and theoretical basis ofearly writing.Chapter2, Related concepts and theoretical basis. This chapter defines severalconcepts of rural social pension insurance firstly, and pointed out the theoretical basisof historical changes of rural social pension insurance, which includes Marxist theoryof justice, Marxist theory of pension insurance, Western classical economic theory andwelfare economics theory.Chapter3, History of rural social pension insurance system in China. This chapterrecalls the historical change of rural pension insurance system in China, andsummarizes and concludes the various stages of development.Chapter4, The international reference and revelation of rural social endowmentinsurance system. This chapter focuses on the typical developed countries’ rural socialpension insurance system to analyze and research, such as the United States, Germany,and Japan, which has positive significance for the development and implementation ofrural social pension insurance system in China.Chapter5, The experience and enlightenment of rural social pension insurancesystem change in China. This chapter based on analyzing and including typical ruralsocial pension system from abroad, combines with specific situation of rural social pension insurance system change in China, and analyses the reason of change, whichintends to make some suggestions for improving the current system.
