Stage of China’s state-owned forest land area accounts for41.6%of the total forest area, mainly in the northeastern provinces and Inner Mongolia and southwestern Sichuan, Yunnan, Tibet and other regions; accumulation of state-owned forest resources accounting for70.6%of the national forest reserves. Thus in our state-owned forests in forest resources occupy absolute dominance. Therefore, to achieve the sustainable development of state-owned forest resources for the country’s economic development, social progress and ecological harmony of great significance.However, the development of state-owned forestry significant lag issues facing the grim reality of this stage. As China’s planned economy last bastion, and the reform of state-owned China last remaining one position, the development of state-owned forest has become China’s economic and social development and the need to solve the problem. Based on the above background, the reform of state-owned forest tenure system came into being in recent years, the development of forestry throughout the country to address the problem as a starting point, and vigorously promote forest tenure reform, which has the typical characteristics of Yichun example:Yichun is a result of Lin was born, because of the decline of the typical forest resource-based cities, is one with4million hectares of forestry Shi industry zone key state forest. Since April2006, the pilot reform started in Yichun City, causing widespread concern in the community.Today, Yichun forest tenure reform has been underway for seven years, achieved many results. Forest workers, such as increased income, effectively solve the difficult employment problem of forest, afforestation increased investment and strengthening of protecting forests. But inevitably there are still some problems. First, narrow the scope of forest tenure reform, contracting the main single, pluralistic society is difficult to enter the main forestry. Secondly, Yichun City, the chronic state-owned forest witch hunt has not been resolved. Third, the reform mode of production and the use of modern forestry production far.
