A large number of migrant workers flow into Wenzhou from countryside in thecontext of our ever-accelerating process of urbanization. Most of them have madetremendous contributions on the developments of cities and also have manycharacteristics of citizens. But they can’t be accepted by the cities because of theirstatus of rural household registrations. This essay is to take Wenzhou City, where theauthor works and lives in for a long time, as a research window for the problem ofcitizenization of rural migrant workers. It uses microscopic investigation data toanalyze and discuss the present situation and problems in citizenization of ruralmigrant workers of Wenzhou City as well as draw lessons from practical experienceof other cities, to propose some policy suggestion in view of the citizenization ofrural migrant workers of Wenzhou City. The main conclusions can be summarized asfollows:Firstly, based on the study about the living conditions of migrant workers inWenzhou, we found that these people are at the edge of urban and rural areas,industries, and systems. It is an absolute contradiction complex. On one hand, theyare unknown to dedicate themselves to the city; on the other hand, they are sufferingfrom the loss of the land transfer interests, standard differences in social security, thelack of payment for labor rights, democratic rights and weakening of the level ofpublic services. Secondly, due to the presence of much public disorder, the Wenzhoumigrant workers are lack of sense of identity to the city. Through two investigations,citizenization of migrant workers in Wenzhou tends to decline. Contrary to thetradition of doing business with the Wenzhou people to go out and Wenzhou Spiritsuch as “dare to first in the world and especially can venture”, citizens′understanding, tolerance and acceptance of migrant workers still need to be furtherenhanced. Thirdly, through preliminary estimates and horizontal comparison, it isabout39.25%of the foreign population is still in a state of semi-urban. Among eleven cities of Zhejiang province, Wenzhou′s citizenization degree of migrantworkers is in the bottom row of the fifth. On the whole, the public process of migrantworkers in Wenzhou City is still a long way to go. Fourthly, combined with the fulltext of the qualitative analysis and quantitative analysis, this paper put forward somepolicy suggestions of Wenzhou people of migrant workers. Including translating landfor insurance, speeding up the reform of the household registration system,innovating management system for migrant workers,building an integrated labormarket and a social security system of migrant workers, which is in order to benefitfor an effective solution to the problem of Wenzhou′s migrant workers.
