Orderly guiding the citizenization of migrant workers is a powerful exploration of the country's new urbanization development strategy. In recent years, tens of millions of migrant workers have interrupted their basic endowment insurance of urban workers. This behavior may lead to the migrant workers',group paying less than 15 years to retire and unable to receive pensions, thus making the migrant workers group Suffered from the loss of prior premium investment and future earnings.Significantly weaken the citizenship ability of migrant workers after retirement, reduce the willingness of migrant workers to become citizens, and restrict tihe process of citizenization of migrant workers in China,Based on this social issue, this paper focuses on the impact of the interruption of urban workers*basic endowment premium on the willingness of mig rant workers to be citizenized, and uses the data of the 2016-2017 Survey on Migrant Workers and Urban Inclusive Development in China. On the basis of descriptive statistics on the willingness of urban migrant workers with diflferent characteristics of Zhanjiang City, the two-stage least squares method and the binary Logit model are used to draw the following conclusions:(1)Interrupted insurance for migrant workers in the full sample model The willingness has a significant negative impact;(2)In the group of who did not enjoy urban workers' basic endowment insurance at the time of investigation, the willingness of the migrant workers who interrupted insurance is significantly lower than that of the migrant workers who have never paid the insurance. In the analysis of the influence of the urban workers' basic endowment premium on the intergenerational, gender, and education of the migrant workers' willingness to urbanization,it is found that the negative impact is for the all generation migrant workers, female migrant workers, high schools and above. But the influence of male migrant workers and migrant workers of junior high school education and below is not significant. In view of the negative impact of migrant workers' interruption of urban workers'*basic endowment premium contributions on their willingness to citizenship, this paper aims to improve the willingness of migrant workers to become citizens, and proposes pension support financial support programs based on national macroeconomic policy support to help migrant workers continue to their urban workers' basic endowment insurance.Based on the SWOT comprehensive evaluation and analysis of this program, the policy simulation is used to predict the effect of the implementation of this program on the increasing willingness of migrant workers.
