Tourism environmental carrying capacity is one of the quite disputable important issues.Its controversial points spread different aspects of theory and application. Scientific andreasonable theoretical system is the starting point of research, Concise and reliable applicationmethod is the key to the study. Tourism environmental carrying capacity is a powerful tool intourism planning, development and management, which can maximize the role of the variousresources of tourism environment, protect the tourism environment, improve the quality oftourist experience, keep the society from irreversible destruction, and develop the localtourism economy.This article will focus on two aspects: theory and application. In theory, based on adetailed analysis of the literature of tourism environmental carrying capacity at home andabroad, it integrates different related theories at some level through combining author’spractical experience and using excellent achievements of other disciplines. In application, itputs forward more close to actual assumption, improves existing capacity calculation formulaand at the same time introduces more advanced ideal LAC management method for the sakeof studying idea, method, index and strategy of BaYuQuan seaside hot spring resort capacitymanagement.This article is divided into six parts.First part introduces the research background, significance and content. It recommendstourism environmental carrying capacity research progress at home and abroad inchronological order, describes the domestic research status according to Multi-anglequantitative research and points out achievements and shortages of the domestic research.Second part states definition, connotation, structure and classification of tourismenvironment carrying capacity theory and perfects capacity calculation formula to someextent. In addition, this paper introduces the theory of tourism environment carrying capacityand points out the significance of similarities and differences and unity between the capacitytheory and bearing capacity.Third part introduces generation, connotation and operation steps of LAC managementmethod and analyses the advanced place of it from humanistic perspective.Fourth part discusses current situation of development in BaYuQuan seaside hot springresort from five aspects. Fifth part uses the author’s new component structure on BaYuJuan seaside hot springresort to budget static capacity and concludes tourism carrying capacity limit.Sixth part uses LAC management method to build the monitoring index system.According to the different standard level, it formulates the pertinent management strategy inorder to make tourism and environment in a virtuous cycle of balanced development.
