| Our nation is a traditional leading country in agriculture and theagriculture industry is a fundamental industry in our economy. The agricultureindustry and agriculture economy not only have a close relationship with thehappiness of Chinese8billion people in rural area, but they also play a moreimportant part in social security、healthy and fast development of nationaleconomy and the goal of building a well-off society in an all-around way. Theyhave a strategic and important meaning. For the past few years, with the fastdevelopment of our economy, gradual completion of industry and informatization,the basic conditions of that “the industry improves the agriculture; the citydrives the rural area” have formed. The Central Committee also assesses thesituation, prompts the slogan that building a new village with socialism ofChinese characteristics and put the development of enterprise of agriculture,farmer and rural area as the chief task of our party and government. In accordancewith the politics of the Central Committee to the agriculture, the public financeof governments at all levels yearly raises their devotions to support theagriculture, which greatly increase the economic development of the rural areaand the extent of farmers’ increasing income. But due to the vast area of ournation、the large population of the rural area、fragile basics of agricultureand inborn weak characteristics of the agriculture, makes the current issuesof agriculture protrudent, makes the dual structure of the city and town apparentand there exists a broadening tendency in the gap of the pure average incomeper person between the residents of city and the residents of town. Then FujianProvince, which is near the mountain and by the sea and has plentiful naturalresources, is a typical leading province in agriculture. So the issues of FujianProvince can be treated as the miniature of the issues of Chinese rural area.In other words, deep analysis of the financial support to agriculture in recentyears in Fujian, have a good practical meaning and value.This article investigates the issues of agriculture in Fujian and itsexecution of the financial supporting to rural area. First of all, the generalsituations of the financial support to agriculture in past10years in Fujian are discussed amply and comprehensively in this article, which also analysesthe necessity to complete the policy of immediate subsidy from finance, promptsa new strategy that is sparing no effort to construct modern agriculture anddriving the fast development of characterized agriculture, and puts theinnovation of agricultural technology and the transformation of the achievementin agriculture as a new power of fast development. Furthermore, this articleanalyses the policy effects of the scale and structure of financial supportsto rural area, analyses in classification the relative scale and projectstructure of the financial supports to rural area, using plenty of detailedstatistic data and finally pictures the panorama of funds used for supportingthe rural in the whole province. This article prompts that Fujian’s enterpriseof agricultural issues is facing four major problems, that are, modern production,especially foodstuffs, is relatively lagging; the farmers’ abilities to keepincreasing their income are weak; the distribution structure of funding forsupporting the rural area is irrational; the manage system of funding is notscientific, all of these problems may help us to recognize our future key emphasisin work, to improve out method so as to facilitate development of the agriculturalenterprise. In the last part of this article, we proposes a series of suggestionsaimed at improving our work and policy, for instance, promoting the mechanismto ensure the steady increase of financial support, broadening the fundingchannels, completing the mechanism of the solicitation of funding; crystallizingthe emphasis of supporting; improving the efficiency of funding utilization;managing strictly the funding expenditure and supervision mechanism, etc. |
