The Study On The Effect Of Fiscal Support Expenditure On Farmers’ Income In Yunnan Province

China’s economic construction has been outstanding,and the living standard of t he urban and rural people has been improved.However,China’s agricultural foundati on is weak and the rural development is backward,which leads to the extremely serio us problem of the urban-rural two yuan transformation,and the regional development is extremely unbalanced.The "three rural" problem has become increasingly apparent to the social development.For Yunnan Province,the development of traditional agric ulture is slow,the income of farmers is low,and the income gap between urban and r ural is widening.It is an urgent problem to be solved in the past years.The Yunnan provincial government has been strongly supporting the developme nt of agriculture and increasing the income of farmers.However,in the whole country,Yunnan Province,as a major agricultural province,does not share the proportion of f inancial support to agriculture and Yunnan’s agricultural status.Fiscal expenditure is an important means of national macroeconomic regulation and control.The governme nt uses fiscal policy to control the economy and maintain stable economic operation.The expenditure of supporting agriculture is an important part of the financial expendi ture,which belongs to the important category of government regulation and control.It can improve the growth of farmers’ income by the scientific and rational adjustment of the expenditure of financial support for agriculture.In this paper,based on the analysis of the influence of the financial support for a griculture in Yunnan and the empirical analysis of the econometric model,this paper studies the influence of the four projects in the first 2007 and the seven items on the i ncome of the farmers in the first four projects of the financial support for agriculture i n Yunnan Province in the year of 2007 and how these projects affect the farmers’ inco me.Direct or indirect? Which projects play a leading role in increasing the income of farmers,but the expenditure is insufficient in the current situation,which projects are more important in reality,but less on the farmers’ income.By quantified the relations hip between them,the conclusion is concluded that the total expenditure of financial s upport for agriculture in Yunnan province is higher,but the growth rate of financial support for agriculture is low,while the structure of expenditure is unreasonable and th e efficiency of funds is low;it is not better to highlight the contribution of financial su pport to the growth of farmers’ income.The capital of infrastructure construction,suc h as the scale of water conservancy construction that can not reach the level of scale i ncome,has led to the backwardness of the agricultural development and the restrictio n of the income of farmers;the expenditure on agricultural science and technology res earch is also less,the development of agricultural science and technology is slow,the farmer’s production technology is low,and the time fee of agricultural labor is spent.Force,can not play the role of promoting the increase of farmers’ income.Compared with the per capita net income of farmers in the whole country and surrounding provi nces,the income level of farmers in Yunnan is low,and the income level of farmers n eeds to be raised.In the next period of time,the scale of financial support for agricult ure in Yunnan is difficult to increase rapidly.Therefore,how to rationally allocate fin ancial support for agriculture and optimize the structure of financial support for agric ulture to promote the growth of farmers’ income in Yunnan province is a very urgent and necessary problem for Yunnan province.This paper also provides some suggestio ns on how to promote the income of farmers through adjusting the expenditure of sup porting agriculture.
