Xi’an JH Affordable House Project’s Market Development Pattern Research

With the central government taking the affordable housing construction as an important part of assessment of the administrative ability of local government, the affordable housing construction have been to promoted. It plan to build360million sets for affordable housing and the transformation of shanty towns housing during the "Twelfth Five-Year Plan". In2011, China plans to start10million sets for new types of affordable housing, in the implementation process, the construction efficiency, financial support and housing quality have been criticized. And the government play a builder hand as regulators, the probability of problems will be inevitably increased. With the economic slowdown, industry adjusting control strengthen, local land finance is facing a severe test, therefore, it guide developers to use social capital, and introduce market mechanism, which is a worthwhile direction to build affordable housing by using the new development mode.In this paper, on the basis of the study on affordable housing development mode in home and abroad, it analyzes of the related characteristics to affordable housing, theory and method of affordable housing, at the same time, combining with the current practical problems of affordable housing project development, under the framework of affordable housing development policies, it takes the meticulous research on the JH affordable housing project development in Xi’an City. Taking the background of JH affordable housing projects as a starting point, this paper made relatively thorough design and analysis to the structure design of project development investment, development strategy and project economic analysis; In the market development process of JH project, from four dimension with schedule management, cost management, quality management, risk analysis and management, the paper designs the whole process management framework for the JH project, summarizes the related development rule and mode, provides a reference mode for market-based housing development. Finally, from the financing support, rights protection, preferentials, perfecting laws and regulations, the paper put forward the related policy suggestion.
