The Analysis Of Influencing Factors Of China’s Current National Technical Capacity

The national technical capacity is increasingly being used to measure a country’s comprehensive strength in the knowledge economy age. During the30years of China’s reform and opening, the economy gets rapid development, great progress is also been made in both education and enterprises’quality, but our national technological capability is still weak compared with the developed countries. Knowing what is national technical capacity and what factors determine the degree of national technical capacity and where the position suit the current technical capacity of countries in the international position is particularly important. Through the current study about national technical capacity in the word, we defined the national technical capacity is a process including technology introduction, digestion and absorption, technological innovation, storage and diffusion, while defining three dimensions to measure the size of national technical capacity by science and technology innovation out, technological infrastructure, human resource development, which includes8main influence factors.The paper organized a lot of data through the World Bank, used the Principal Component Analysis Method, helped by SPSS software to do horizontal and vertical data analysis of20countries of eight factors, and this detailed calculation process was not unfolded in past scholars’paper. This paper obtained the calculation formula of national technical capacity through analyzing the horizontal data of20samples countries, and got the rankings of them, weight of different factors, found the gap of our national technological capabilities with other countries’; Through vertical data analysis we obtained the trends of the sample countries of national technical capacity nearly10years, to understand the development of national technical capacity of our country and the world’s major developed countries. Through all the research to find the questions of China’s development, then gave some suggestions. Research suggests that the development of national technical capacity requires government to raise awareness, and promote the science and technology system reform actively; increase the fiscal spending on education; increase scientific and technological infrastructure and so on. Knowing and understanding of the composition of national technical capacity, influencing factors and their importance, is the foundation to enhance.
