Since the New technological revolution happened in 1950s,technology has played an irreplaceable vital role on the social development.Being a critical inputs of the operation,it is elevated as a strategic resources gradually.Subsequently,the economic development have relied on the accumulation of knowledge since the whole world straight into the era of Knowledge Economy in 1980s,and knowledge becomes dominant in manufacturing operation.The accumulation of knowledge and innovation are proved to be two main motive powers to the economic and social development.Undoubtfully,the significance of both to the enterprise development is self-evident.The global social-economic environment is undergoing a drastic and profound changes simultaneously,enterprises only to find themselves are in a dynamic environment with growing complicated and full of uncertain,which brings daunting challenges to their survive and growth.Thus,enterprises would improve the capacity of adapting to dynamic circumstances by enhancing their technical flexibility and accumulate more knowledge,especially relevanted with technical through organizational learning.It is the technical flexibility,coupled with knowledge accumulation that together leads to achieve better technical innovation performance to enterprises,so that they would acquire more sustainable competitive advantages in the fierce competition.This paper,firstly,drew theory reviews of Organizational learning capacity,Technical flexibility and Technical innovation performance.Secondly,the organizational learning capability is divided into knowledge acquisition capability,knowledge sharing capability and knowledge utilization capability.Based on the measurement and analysis of strategic flexibility,technical flexibility is divided into technical resource flexibility and technical capability flexibility.And the technical innovation performance is measured by the number of innovative products,patent applications,and R&D success rate and so on.A theory model and hypotheses,thirdly,are established between organizational learning capacity and technical innovation performance by taking technical flexibility as an intermediary.Then the paper's questionnaire is formed on the basis of previous theoretical study and practical consequences.Finally,the structure of the questionnaire is analyzed and the hypotheses are verified by empirical study.The author argue that both organizational learning capacity and technical flexibility have a significant positive impact on technical innovation performance,and technical flexibility presents a mediating effect between them.Finally,according to the former theoretical and empirical research,proposals of how to improve organizational learning capacity and enhance the technical flexibility are proposed so as to be referenced by management practitioners.
