Over the past ten years and for a long time in the future, the new technology update speed of the telecom network area will be very fast. With the concepts of3Q4Q cloud computing, IPv6, the internet of things and the mobile internet emerged recent years, there rose continuous waves of telecom network construction. Meanwhile, the telecom operators in China went through a large-scale reorganization in2008. Now the three telecom operators are all full-service operators, and they are all facing with the situation of the large network size, complexity of network technology and various network applications, so there exists great challenges in telecom network operation and maintenance capability. The technicians of telecom operators are the main force of the telecom network operation and maintenance. Whether they have corresponding knowledge and skill, and how to promote the technical competence of the technicians continuously from the needs of organization strategy and network development, it is a main problem for the operators to solve.One of the solutions of the above problem is to promote the technical skill of the technicians through relevant technical trainings. However, traditional technical training system has some shortcomings, so the training cannot match well with the business development of the company and the technicians’career development. Besides, the technical training was lack of pertinence, and the methods of training were few, thus resulted in the limitation of the training effect.In response to the above training problems, we should extend the network technique training to the overall management of the technicians’technical competence. This means we should manage the technicians’technical competence from the perspectives of the operators’ business development strategy, network technology development, person-post match and technicians’career development. Consequently, training upgrades to consulting. This thesis puts forward a practical consulting training solution which meets the above requirements, that is technical competence assessment and certification.Firstly, this thesis analyzes the classical four steps of traditional technique training, and concludes the practical application of the competence theory in technique training. Then it analyzes the present situation of the domestic telecom technique training and the existing problems, and puts forward the viewpoint that technique training will upgrade to competence consulting. On this basis, this thesis provides the technical competence assessment and certification solution, in which it gives a whole framework and implementation process, and focuses on the problems of training pertinence and training result application. In the end, this thesis gives an example of practical project implementation of the solution in a branch of a telecom operator. Through this project, we validated the feasibility of the solution, and accumulated some implementation experiences. The last part of the thesis makes a conclusion, and points out the further research direction on this subject.
