Human resource is an important resource in the economic activities, and competences of the enterprise's employees will affect directly whether the enterprise can gain and keep the kernel competition powers in the more and more dog-eat-dog market.There are very few researches in the area of the application study according to characters of different enterprises and competence models of employees in the different kinds of positions in our society.This article expatiates deeply on the concept and theory of competence and its model, indicates the detailed method on formulating and applying the competence model, and the important signification of the model used in the human resource management.At the same time, according to the telecom enterprises, the thesis focuses on particular research, fully uses the academic knowledge of competence model, and formulates step by step the practical method on the competence models which suit the different kinds of positions in the enterprises with the standardization and telecom enterprises' factual characters. Base on the above study, the article constitutes the competence model of employees in the telecom enterprise.Moreover, the dissertation discusses how the competence models can be used in the activities of enterprises' human resource management such as working analysis, invitation and filtration for a job, assessing performance, training and development and so on, which represents beneficial inspiration to human resource management in the telecom enterprises.This article contains five sections; its basic framework is as below:Section 1: IntroductionSection 2: Competence model and enterprise's human resource managementSection 3: Foundation of employees' competence models in telecom enterprises...
