Study Of Electric Bicycle Management Standardization In Zhongshan City

Electric bicycle, as a product of the development of new energy, with its low price, lowmaintenance cost, easy to use, and the rich variety of features, has been favoured by most ofthe people and gradually used in people’s daily life. However, it is not only in convenientwhile people travel, but also it is more likely to become the people’s transportation securitythreat, due to fast speed, poor safety performance, weak management, lake of trafficawareness and so on. It has been caused traffic accidents significantly hence resulting in morecasualties and property losses. In road traffic accident, electric bicycle has become one of thekillers on the road, and its traffic crash fatality rate as high as30%. With more and morepeople buy and ride electric bicycle, its safety hidden danger is threatening people’s life andproperty safety. Requirements of specification in “electric bicycle” management are also anincreasing call. Therefore, strengthen the management of electric bicycles for urgent isneeded.This paper has been carried out the investigation and access of using number, populationdistribution from electric bicycle groups in Zhongshan city and also people’s differentattitude on the electric bicycle in the city. Electric bicycle management measures have beensummarized in the paper for the current Zhongshan city. Traffic management problemsbrought by the use of electric bicycles, has been analyzed. For the current problems ofZhongshan City Electric Bicycle management, which is not standardized, in reference to anumber of domestic and foreign cities and the implementation of basic managementexperience of electric bicycle, the electric bicycle in Zhongshan standardized managementhas been recommended as following: the improvement to the management of electric bicyclerelated laws and regulations; application of the relevant management measures to exceedstandard electric bicycle; the registration and filing management of electric bicycle; theestablishment of insurance system; rational planning of city electric bicycle road guidespecification on the road; to strengthen the electric bicycle traffic violations rectification andtraffic safety propaganda and education.
