Electric Bicycle Traffic Status Quo Problems And Countermeasures Research

Electric bicycle was brought into domestic market in the20th Century. With its development for more than20years, especially in the21st Century, it is developed quickly in many large and medium-sized cities, with the output and reserves substantial rise. In the Europe and America developed countries, electric bicycle is not the main vehicle, but with the impact of the environmental protection concept and the rise of oil price, electric bicycle was gradually highly focused on. The government unveils many policies and regulations to support the development of electric bicycle. In our country, with its advantages of convenience, environmental protection, engine driven and flexibility, as well as low price and low cost for using, electric bicycle has been developed quickly. Today, with the increase of citizens’ trip distance and frequency and the economic level relatively lower, electric bicycle preferably resolves the traffic problems for wide moderate and low-income citizens. However, with the development of electric bicycle, negative effects on urban road traffic from it was outstanding day by day. All the following situations brings huge hinder for positive development of road traffic:outstanding traffic unlawful activities, disordered traffic order, frequent traffic events. It is a problem faced by the local government and also an important ordeal for its governing capacity how to effectively govern electric bicycle to make it support social and economic development.The main reason for so many problems during the development process of electric bicycle is that national laws and policies are unsound, criterion and laws are mutual conflicted, and the governmental developments’ supervision of production and sales are not sufficient, which directly cause electric bicycle to be produced, sold and used disorderedly. There are no laws to construct when law-enforcing department governing electric bicycle, so that it is become a challenge to govern electric bicycle during the real management. With the research and analysis on the current situation of electric bicycle, the paper discusses some relative measures as follows to resolve the problems on certain theoretical view. First, relative laws and regulations should be improved. Local government should draw up reasonable measures to guide and limit the development of electric bicycles according to the real local situation, so as to meet the traffic demands of citizens to the uttermost. Then, government should draw up relative control measures for electric bicycle: The departments of Quality Testing and Business Administration must strengthen the supervision for enterprises and sales industries of electric bicycle; Besides stringent regulations, Traffic Management Departments should aggressively research some regulations on Licenses, Driving Permit, Compulsory Insurance and so on.
