Human resource is the foundation for enterprise to survive under the environment of knowledge economy and is the key aspect of core competitiveness of enterprise. In February2012when YL company regroups, the company strives to become a high-tech new enterprise which regards talent and technology as core competitiveness. Knowledge-based staff and their knowledge will play a decisive role during the development and transformation of the company. Therefore, it is an important and urgent task for human resource management of YL company to design a set of scientific and reasonable performance appraisal system for knowledge-based staffs to motivate their enthusiasm and creativeness.The paper uses relevant theories and methods of performance appraisal as basis. Firstly, it investigates status quo of performance appraisal of knowledge-based staff in YL company and analyzes the existing main problems, including:the definition of knowledge-based staff is not clear, the appraisal system which regards individual as subject still lacks, the subject is single and has strong subjectivity in appraisal process, and performance communication and result application still lack, etc. Then, in combination with development situation of YL company, on the basis of key performance index method and360°performance appraisal method, the paper studies and designs the index system, index weight, detailed appraisal measures, appraisal communication, and result application of knowledge-based performance appraisal in three main aspects of knowledge-based operator, grass-root management staff and researcher, so as to put forward the performance appraisal system for knowledge-based staffs in YL company. At last, the paper puts forward supporting measures to ensure successful operation of performance appraisal system for knowledge-based staff in aspects of building high-performance enterprise culture, establishing performance appraisal organization, and continuously improving relevant management systems.Through the combination of relevant theories and practical situations, the built performance appraisal system of knowledge-based staff in YL company can further improve the enthusiasm and efficiency of knowledge-based staff and further guarantee the successful implementation of company’s strategy. Therefore, it has certain value of theoretical guide and practical application. At the same time, it provides references of performance appraisal system of knowledge-based staff for other enterprises which has similar conditions.
