Challenges And Development Of State-owned Energy Enterprises Viewpoint Of Ecology Civilization Faced

It has been more than30years since Chinese reform and opening up in1978, Chinese economy has achieved rapid growth, the GDP growth has made the world a dazzling performance. However, along with the rapid economic development until into the21st century, the deep-seated contradictions in the ecological environment has become increasingly prominent, although China has a vast territory and abundant resources advantage, but because of the pressure of population number, making many of our important natural resources per capita is less than half of the world average, the resource issues have become increasingly prominen. Simultaneously, with the level of production technology behind and low utilization of resources, making China’s sustainable development has encountered unprecedented important test. Extensive mode of development in the past no longer meet the continued development of China’s future. This basic national conditions determine our future development, development of the concept of change is desperately needed.Therefore, under the current challenging environment of this pressure, the Chinese government put forward the important strategic decisions about the construction of ecological civilization. As the main energy supply, state-owned energy enterprises how to deal with the supply of resources "bottleneck" has become a major problem in the whole energy industry. How to develop of State-owned energy companies in the future,Choosing to take which road is the main purpose of this thesis research. Why choose State-owned energy enterprises to study, mostly because it is as a pillar of national key enterprises, but also one of the most important part to construct a resource-saving society. On the one hand, it has the general characteristics of state-owned enterprises, as an important part of our economic ownership, meanwhile it is the most important driving force in promoting economic development and play an leading role in promoting ecological civilization, on the another hand, as the energy companies, on the one hand they are an important resource for providers and large energy production, but it also brought the biggest problem in the development process, they are high energy consumption, and an important source of waste emissions, meanwhile they are the main enterprise to emission a major source of greenhouse. Carbon dioxide emissions mainly caused by these energy companies, their development is conflict to the creation of ecological civilization. So selecting to research the state-owned energy enterprises has important representation and meaning.This paper summarizes many research achievements at home and abroad for reference, and through a lot of survey found that at present state-owned energyenterprises in China to promote the construction of a socialist ecological civilization facing the main six problems:1. the national economic development strategy to increasing energy demand pressure;2. relevant national environmental protection laws and regulations are not perfect yet;3.the existing system of state-owned enterprises improve the environment of power are restricted;4. the technology level of state-owned energyenterprises environmental protection is low;5.the ecological environment protection consciousness of state-owned energy enterprise is low;6.national ecological environment protection requirements gradually increase. There are four main reasons causing for these problems:1. state-owned energy enterprises to promote the building of a socialist ecological civilization production costs are too high;2.the localization of state-owned system on the management of state-owned energy enterprises;3.the technology of scientific production is not mature;4. enterprise staff awareness of environmental protection is not enough.Based on the current situation of development of energy enterprises in China as well as challenges, combined with domestic and foreign advanced enterprise’s advanced experience and some of the author’s thinking, in the last part of this study, the author puts forward the view of ecological civilization, strategic measures to promote theconstruction of Ecological Civilization:1. state-owned enterprises to establish ecological civilization’s state-owned energy enterprises cultural and ecological environmental protection atmosphere;2. strengthening the ecological management of state-owned energy enterprises;3. promoting the ecological environmental quality of state-owned energy enterprise staff.
