Study On Intensive Land Use Evaluation Of Rural Residential Area

More people and fewer land resources is a basic national condition of China, it has become a colossal task to meet the needs of the survival and development of our people with the limited land resources and it was an important foundation to a country’s long-term plan and the future of national sustainable development. Rural residential land in China had long been lack of unified planning and layout, phenomenon of low efficiency of land resource was common such as that plot ratio lower, occupation of new land without returning of old homestead, and lot of homestead idle, etc. China’s urgent urbanization and industrialization development required a lot of land for construction, while increasing demand for construction land made conflicts intensified. Therefore, carrying out research about rural residential land intensive use evaluation, and evacuating the potential of rural residential land has become necessary approach to alleviate the increasingly prominent urban and rural land contradictions and protection of social and economic stability of the coordinated development. It was also an urgent scientific issues to solve. It has important practical significance to strengthen the planning and management of land resources utilization, and scientific significance of improving land intensive use evaluation theory. Based on the theory of scarcity theory, Land compensation theory and land sustainable use theory, taking the field survey method, multi-factor comprehensive evaluation and analysis hierarchical methods, took Biaobaisi town of Qihe County as research object and proceed research in-depth on rural residential land intensive evaluation. The main contents and results are as follows:(1) The connotation of Rural residential land intensive use and influencing factors analysis Considering the particularity of rural residential land, explicit connotation of rural residential intensive use. On this basis, analysis rural residential land intensive utilization characteristics and influencing factors, including the conditions of land resources, the size of the population, the level of economic development and land policy oriented(2) Rural residential intensive use evaluation of Biaobaisi town Combining with characteristics and data availability of Biaobaisi town, Taking land investment density, the degree of utilization and utilization efficiency as3criterion layers, selected10indicators such as the road network density, floor area ratio, idle land rate to build evaluation index system, using AHP to determine indexes weight, extremes method to standardize index indicators, calculated intensive use scores of residential land. Results showed that, the intensive degree scores of Biaobaisi town’s58administrative villages were low, no villages reached the intensive use.17villages such as Zhaoxi, Zhangjuzhong, Qianjia, etc. were in moderate use, The other41villages such as Hongmiaoli, Cuixu, Liangjia, etc were in lower use. Administrative villages in moderate use accounted for29.31%of the total number of villages, lower use of village accounted for70.69%of all administrative villages. Biaobaisi town’s rural residential land intensive utilization was not better overall.(3)Problems analysis and recommendations of rural residential intensive use According to the results, Biaobaisi town rural settlements existed problems such as the homestead area excessive generally, land idle phenomenon serious, the village layout confusing and inadequate infrastructure etc, and suggestions is proposed to develop the village planning, such as controlling of the homestead area, promoting land consolidation and perfect infrastructure, and consequently contributed to the intensive use of land, achieved goals of sustainable development.This paper took the intensive use of residential land connotation as the starting point, considering rural residential land use characteristics, building evaluation index system, then took Biaobaisi town as the research object to carry out empirical study to evaluated intensive degree of villages of Biaobaisi town, and analysis existing problems, proposed appropriate countermeasures. The result of this study had important theoretical and practical significance, and provide a reference for the study area of rural residential land intensive use.
