China is currently in the transformation period of socio-economic. Due to the excessive pursuit of rapid economic growth in the pre-period, a series of problems existing among has gradually emerged, especially the resources and environmental problems. In view of this, the state stressed that’to accelerate the transformation of economic growth, made resources saving as one of basic national policies, develop the circular economy and protect the ecological environment, and build an economic and environment friendly society, to promote the coordination of economic development with population, resources and environment’, and a series of policy measures was also formulated. Land, which is non-renewable in short-time, is one of precious scarce resources. With the development of human society, the scarcity of land will inevitably become a bottleneck in the development of economic, political and cultural. Therefore, how to achieve the transformation from limited land resources to unlimited and sustainable human interests, and how the land can support the human living and development, are particularly important. At present, as the rapid development of rural economics, the landscape of rural residential area has been changed dramatically and the rural residents’ living has been greatly enhanced. However, there are still various problems existed in the rural residential area. Firstly, the per capita land of rural residential area is too large and generally exceeding limit; secondly, the rural residential area has low concentration, large amount and small scale; next, the rural residential area’s construction planning is lagging behind and its layout is confused; moreover, the rural residential living environment is poor, and the infrastructure there is not sound.By defining the connotation of rural residential area, intensive utilization of land and intensive utilization of rural residential area’s land, this thesis systematically analyzes the related concepts about rural residential intensive utilization, and defines the rural residential land intensive utilization as:in a certain period of time, assess the natural conditions and ecological conditions of rural residential area; based on the overall planning and village planning, improve the site layout and structure, increase reasonably the per unit area of investment of labor, capital and technology, and fully utilize the land reserves of rural residential area, to achieve process of land saving and productive forces development. The process and system of evaluation of rural residential intensive utilization is determined in the paper, and the Analytic Hierarchy Process (AHP) is applied to confirm the weight of each evaluation index. Ganyu country in Jiangsu Province is selected to be an example, and three representative north-central townships wherein, Chengtou, Lizhuang and Heilin, are chosen as samples. In each township, select five villages as five sample areas. Based on the systematic analysis of the evaluation results, the evaluation methods are proposed. From the national and local levels, from the legal level, and from the cultural, technical and education levels, the thesis proposes a number of countermeasures and suggestions about the rural residential intensive utilization in China. Specifically, firstly, the state should improve the relevant systems and laws; secondly, the government departments should make concerted efforts, share information and build a service-oriented government, to strengthen the rural residential land planning and management; thirdly, as the direct leadership of the rural work, the township (country) government should draw relevant development measures according to the actual local situation; fourthly, utilizing the modernized scientific and technological means to strengthen the dynamic monitoring of land and scientific management, grasp the dynamic changes of land utilization timely and accurately and establish the planning and management information systems for each level’s land utilization as soon as possible; fifthly, the government should enhance the publicity and education on the intensive utilization of land resources, and in the meantime, strengthen the legal awareness of whole society, especially the farmers awareness of land resources intensive utilization and protecting the land resources.
