| China is one of the world’s cotton production and consumption power. Shandongprovince is one of the major cotton production areas and a big province of cotton yarn inChina. The cotton production of Shandong province account for about1/6of the total cottonproduction, the cotton textile quantity of Shandong province accounts for1/4of the country.Therefore, the cotton industry has become the important industry of national economicdevelopment of Shandong province, and promoting the rural economy, increasing farmers’income, employment, the cotton industry plays an irreplaceable role. However, in recent years,Shandong province appears to the reduction of cotton planting area, the increase of cottonfarmers growing risk, it results in that cotton textile enterprises unable to get sufficient cottonmaterials from Shandong province, increasing dependence on foreign cotton. These problemsseriously affect the sustained and healthy development of the cotton industry in Shandongprovince. Therefore, based on the present situation of the cotton industry in Shandongprovince, this paper has carried on the thorough research to cotton industry in Shandongprovince through the SCP and SWOT theory, on the basis of this, the paper puts forward thecountermeasures of optimizing the organization structure of cotton industry in Shandongprovince. Specific content summarized as follows:Firstly, the paper uses the SCP theory to analyze market structure, market behavior andmarket performance of cotton industry in Shandong province. Results show that the marketconcentration of cotton planting industry is low, cotton textile industry is relatively high, andCotton textile industry has a certain scale advantage. compared with the national average,cotton raw have certain differences, but not significantly, compared with cotton in Xinjiang,Shandong cotton does not have the advantage; for Barriers to entry barriers, cotton cultivationis smaller, and the barriers to entry are mainly concentrated in the cotton textile processinglink, the concrete embodiment include five aspects: entry barriers, credit barriers, resourcesbarriers, warehousing logistics barriers, market brands barriers. For market behavior, cottonplanting, cotton processing and cotton textile industry basically all is the price of passiverecipients in the face of fierce market competition. only large companies can affect the marketprice through the futures market, and have the certain control. In addition, the cotton industryeach link exist short-term competitive behavior, integration of behavior of the cotton industryis not obvious. For market performance, the fluctuations of cotton output and price is bigger,yield level increase, material fees, labor costs and land costs promote the cost of cottoncultivation year by year and income level also shows a sharp fluctuations. Cotton textiles and cotton rag trade scale has expanded, but every year there are losses in some enterprises;Compared cotton textiles with cotton garment enterprises, total profit of cotton textiles isgreater than the cotton garment enterprises, but the two industry profit level is low, in addition,the resistance risk ability of the two strongly correlation industry is weak.Secondly, the paper uses the SWOT theory to analyze the advantages and disadvantages,the opportunities and challenges of cotton industry in Shandong province. Results show thatShandong province have the advantage of the natural conditions of cotton production, theexperience of cotton planting farmer, cotton high yield and good planting benefit, high cottonyarn production of textile processing enterprises, the big cotton demand, but there is somedisadvantage of the dispersion of cotton production, the low cotton quality, low cottonquality of science and technology, the small scale of textile processing enterprises, lowproduct added value and the lack of financial support for the disadvantages. In addition, thecotton industry is facing the opportunities of accession to the WTO and the government policysupport, and the challenge of the increase risk of cotton planting area and the cotton price, theincrease widening of cotton planting supply and demand.Finally, the paper puts forward to the organizational structure optimization anddevelopment countermeasures of the cotton industry for Shandong province from four aspects.First, by promoting large-scale planting, ruling cotton circulation management behaviorimprove cotton industry organizational degree; Second, through the cultivation of cottonindustry leading enterprises, establishing cotton textile processing enterprises dominated bythe organization for economic cooperation and strengthening the cotton market of informationservice promote the cotton industrialization; Third, through promoting technology innovation,increasing the degree of mechanization, strengthening the technical popularity, improving thequality of the cotton farmers, cultivating varieties of cotton increase promote cottonindustrialization; Fourth, through the perfect cotton subsidies, and the establishment of theeffective implementation of the subsidy policy guarantee mechanism perfect the subsidypolicy of cotton industry in Shandong province. |
