Hebei Province under the Yellow River cotton is one of the main cotton-producing province in China. Hebei cotton production accounts for about 1/6 of the country’s total output of cotton, cotton textile capacity is accounted for 1/4 of the country’s cotton. Cotton industry is undoubtedly an important pillar industry of national economic development in Hebei Province, Hebei Province to promote rural economic development to increase rural incomes, it plays an important role. However, with the accelerated urbanization development level, Hebei cotton acreage is beginning to show a trend of continued volatility and reduced, increasing the risk of cotton farmers, cotton farmers enthusiasm severely affected. Although the demand for cotton textile industry in Hebei big, but raw cotton supply and can not be guaranteed. Cotton spinning enterprises may increase dependence on raw cotton, so that it can obtain sufficient raw materials to guarantee production. These problems are largely restricted the development of the cotton industry in Hebei Province and competitiveness. Based on this, the article of the development situation of the cotton industry in Hebei Province, the use of SCP and SWOT theory to develop the cotton industry in Hebei Province were analyzed and studied, the development of the cotton industry in Hebei Province strategic responses.First, under the SCP(structure-conduct-performance) theory Hebei cotton industry market structure, market behavior and market performance analysis. Found a high concentration in Hebei cotton industry market, cotton industry, textile industry concentration is relatively low. In the cotton quality, Hebei cotton quality is higher than the national average, but compared with cotton, the advantage is no longer evident. Hebei Province natural conditions found in favor of the cultivation of cotton and cotton long history and rich experience of cotton farmers and textile industry demand for cotton is large. But compared with other cotton growing province, Hebei region’s technological level and the quality of farmers is relatively low, the textile industry has not yet formed scale, poor ability to resist risks.Finally, this paper six aspects of Hebei cotton industry development strategy put forward suggestions. First, the matter of light simple cotton cultivation production processes, reduce labor costs in cotton production; second, accelerate the development of the coastal dryland salinity achieve cotton production strategy eastward; and third, to increase cotton subsidies, reasonable development of the cotton price; fourth, the innovation management system, promote the cotton industry operation: fifth, actively use WTO rules to protect the cotton industry; sixth establish and improve cotton market information service system.
