Study On Shanghai Zhangjiang High Technology Industry Cluster Issues

Industrial agglomeration is the important form of modern regional economic development; and the high-tech industry is more and more important in the development of regional economy proportion. Since the1960s, the high-tech industry agglomeration developed rapidly, and the high-tech industry agglomeration area has formed all over the world. In our country, high-tech industrial agglomeration is mainly in all kinds of high and new technology industrial park. Since1988, our country began to implement the torch plan, the high-tech zone in our country has developed rapidly. By2012, the total number of national high-tech zone has reached105. They play a more and more important role in the national economy and social development.Taking Zhangjiang hi-tech park in Shanghai as the research object, this paper studies the high-tech industry agglomeration status and effect. Related to high-tech industry agglomeration and industry cluster theory, on the basis of review and comb, straighten out the theoretical achievements of various schools and at home and abroad,then summarizes, and carries on the theoretical analysis of high-tech industrial agglomeration effect from the economies of scale, knowledge spillover and the transaction cost, concluding that cluster of scale economy is the main factors of the growth of the amount of high-tech industries, and gather knowledge spillover effect is the main engine to promote high-tech industry technology transition, the transaction costs reduce because of agglomeration to promote high-tech industrial organization optimization of the direct motivity of conclusions; Then taking a empirical analysis to high-tech industry agglomeration status and effect in Zhangjiang high-tech park, discussing the problems and reasons that existing in the development process.And then comparing the Zhangjiang high-tech park and silicon valley, trying to find out the deficiencies in the development of Zhangjiang high-tech industrial cluster; Finally, the paper puts forward pertinent policy and suggestions respectively from the Angle of the park, the financing point of view, talented person’s Angle, the Angle of law and service.
