Hengyang Cable Network Company is such a state-owned enterprise that experiencing strategic restructuring and the implementation period of rapid expansion, the company’s operation and management need to be standardized and improved. The incentive mechanism of senior and middle administrators require be establishing and optimizing, as they are the core staff of incentive necessary as soon as possible. Under the guidance of motivation theory, and the consideration on the company’s incentive status quo, this paper tries to explore the construction of senior management incentive mechanism which is suitable for Hengyang Cable Network Company and adapts to the modern market economic environment.This article first elaborated the research background, significance, from a theoretical perspective, is introduced and the senior management staff of relevant mature motivation theory, this is the basis of research and design. Secondly, according to the Hengyang cable network in the senior management of the company, design the salary performance questionnaire, and the sampling interview. Through the statistical survey results and analysis of interview data, summed up the Hengyang cable network companies in senior management personnel incentive problems. Then, on the basis of this, the Hengyang cable network in the senior management of the company’s incentive program design, namely economic incentive and non economic incentive two part design overall incentive system, and establish the economic incentive system of short-term incentives that pay incentive system. At the same time, with the Hengyang cable network company’s strategic planning requirements, proposed the preliminary conception of equity incentive. In order to more systematic construction of Hengyang cable network in the senior management of the company and incentive mechanism and system, the non economic incentive approach and incentive system supporting the use of the restraint mechanism is also discussed. Finally, in order to guarantee the smooth implementation of incentive scheme, also puts forward the corresponding solution measures.This study hopes to design incentive mechanism to mobilize the enthusiasm, initiative and creativity of senior management, and give full play to the potential of human resources to enhance the Hengyang Cable Network Company’s human resources management, achieve standardized and scientific management. At the same time, also hope that the results of this study on our country in transition to other state-owned enterprise to provide a reference and guiding significance.
