The Research Of Evaluation System Of Government Responsibility In New Rural Endowment Insurance System

With the aging population situation growing in rural areas, it is of great significance to evaluate the government responsibility and enhance the efficiency of the government and improve the development of new rural endowment insurance system. At present, the research of government responsibility in new rural endowment insurance system has been mature relatively, which is limited to what to do for the government, the research can not conduct a comprehensive, objective quantitative evaluation, lack of scientific and reasonable evaluation system, which is not conducive to the long-term stable development of new rural endowment insurance system. This paper uses the interdisciplinary research method, synthesizes different disciplines resources include the politics, economics, sociology and other related theory. Based on economy, efficiency, equity and sustainability, the paper uses analytic hierarchy process (AHP) to build the evaluation system of government responsibility in the new agricultural insurance system. The text is divided into the following five parts.First of all, from the view of the background and the significance, the paper reviews and combines the evaluation of the government responsibility in the social security system, and then puts forward the framework, methods, and innovation and deficiency. Secondly, the paper defines the relevant concepts about the new agricultural insurance system and the government responsibility as well as the evaluation of government responsibility in the new agricultural insurance system, puts forward the theoretical basis of the evaluation of government responsibility. Thirdly, the paper expounds the goal, object and subject of evaluation, synthesizes different disciplines resources include the politics, economics, sociology and other related theory to build the evaluation system of government responsibility in the new agricultural insurance system based on economy, efficiency, equity and sustainability. Then the paper combines with analytic hierarchy process (AHP) to calculate and sort the weight of the index system. In the fourth part, on the basis of the previous research, the paper comes to a conclusion about the resulting of evaluation system of government responsibility in new rural endowment insurance system in the province of Sichuan, Shanxi and Beijing by combining with various statistical data, the related data collected and sorted. At last, in this paper, the evaluation results have been compared to find out the deficiency of the responsibility of government in the process of the new agricultural insurance system, and then put forward the corresponding policy recommendations...
